    Cancel the contract immediately. This is daylight robbery from the public purse. The key culprit is the person who got the backhander from the sole-sourcing scam. Find him/her and prosecute.

    Tribal politics is the problem. The head lacks what we call 'Effie Nyansa'- complete idiot who doesn't know or feel his environment. If anything the staff has to contribute for the gifts
