You should draw lessons from South America and some states in the US which are now looking for bail outs. You should first expand the revenue base of the MMDAs before you expose them to the risk of borrowing.

While this type of borrowing can lead to magnificent results if the funds are well utilized, the most rudimentary thing for all districts to do, under the auspices of the central govt, is expanding their revenue base before any such move. Also capacity building at the local level cannot be over emphasized.
