Sanitation is a basic primary health care. In the olden days, Samasama would arrest and fine those who didn't keep their surroundings clean. Government can't do everything for us. Life is what we make it. Well done!

Is it a by-law or something being imposed on the residents. If it's voluntary, they can't be arrested and charged for not participating in the cleanup. The city needs to come clear on this issue.
