Sammy knows that training colleges are now tertiary institutions, so just like the Polytechnic and Universities, students in these institutions do not need allowances, but should rather go for loans. Teachers that are trained in UCC and UEW, for the fact that the are fresh SHS leavers, they don't take allowance, they go for loans.
That is consistency.
