  The agricultural financing guarantee to be provided by the GCE project a step in the right right direction. However, this is a half solution because such arrangements without comprehensive yield and loan default payment protection (i.e., crop insurance) cannot provide sustainable solutions. Some studies have even found that the main challenge confronting smallholder farmers is not mainly lack of agro-inputs but more of unmitigated production risks. Having said this, half a loaf is better than none.
