If GNPC is the Oil & Gas Industry "ENABLER" then what is the role of the Ministry of Petroleum / Govt. - redundant? The duty of Govt./the ministry is create the enabling climate (through policy and regulation)for the industry to flourish - here those duties are being abrogated to a commercial industry player (GNPC) ...a clever & dubious back door way to circumvent statutory oversight! Are GNPC financial guarantees to external parties backed by the Government of Ghana. If yes, then the whole arrangement is sham.
