I tend to think that the NPP did not adequately prepare for the likely NDC win in 2012, and that might have left lots of gaps in many areas of governance that either created confusion for the NDC in-coming Administration, or the exiting NPP rushed to find some closure that were not wholly appropriate.
A case in point to support the above opinion is the circumstance of forged signatures in the Kosmos-EO Group deal that ushered in the Jubilee Oil drilling.
There were ample indications that some of the stakeholders in the Kosmos-EO deal didn't reasonably anticipate the advent of the NDC Administration that might take different view of some aspects of the deal, and dragged their feet in concluding the deal before the Elections.
So, when the NDC victory came, the stakeholders frantically struggled to close the deal before the NDC could have any opportunity to dismantle it. And that rush precipitated the forged signatures, for example.
Couldn't a similar scenario apply to this Adda case?
What I clearly see about all these wranglings is our Politicians' inability or unwillingness to continue projects that a predecessor of a different Party might have started and not completed. The Politicians do not want any credit to go to anyone who really deserves it, if that person belongs to an opposing Party.
But in the midst of such puerile denials happen to be the colossal loss to the People and the Nation whose resources might have already been poured into such projects to start.
Many projects in numerous parts of the Country are reported to have been perpetually abandoned by subsequent Administrations because they were initiated by previous Governments of an opposing Party.
How more idiotically wasteful could that be? To me, such are cases of criminal negligence and deliberate causing of losses to the State that our Courts ought to have more seriously taken the culprit Administrations to task on.
Surely, in the case of the Kosmos-EO deal, there is no way the deal would have survived in any developed Western Democracy, especially, in the good old USA, given what we know of it on record. Nevertheless, it is partly due to the fear of an opposing Party, the NDC, coming to unravel it all for sheer political vendetta, that might have driven the stakeholders to take those last-minute frantic, suspicious measures to close the deal.
The embedded perceived cronyism in the Kosmos-EO deal was also the most likely reason the NDC began to search for their own deal of similar dimensions to benefit from, immediately after assuming Office. And that, I believe, was why the STX hoax of a deal was concocted with the crooked Koreans.
Stunningly, some prominent members of Parliament from the Opposition Party, NPP, were part of the team that traveled to Korea to 'verify' deal and create the illusion of authenticity around it for its approval.
The failure of the STX only showed the hydra-headed efforts of the NDC to score their own booty deals, as they kept punching leaky holes in various Projects, like SADA, GYEEDA, SUBA, etc., for draining our funds into their private pockets.
Oh, Mother Ghana, when would you be spared the greed and kleptomania of your Politicians to let you consolidate true gains for development?
...Your millions of other children go without in pain and agony!
But I pray the tide to change in favor of the cheated soon. Wake up Ghana!!
