DR BAWUMIA THE PROPHET ON THE $250 MILLION NDC TOOK OUT OF THE $1BILLION EUROBOND FROM BOG AND DEPOSITED FOOLISHLY & NONSENSICALLY AT THE UNITED BANK OF AFRICA (UBA)--------READ BELOW------ Beyond the issue of legality, there is the issue of prudence in the management of Ghana’s resources. How do you go and borrow money for 10.75% (US dollar) and give it to someone to lend it to you at over 20% (GHC)? In effect you are paying over 30%! Assuming stable exchange rates, Ghana will be paying additional interest of at least $50 million a year on this transaction. It really is reckless. The government is claiming that the funds were “idle”. Really? What does that mean? Why do you borrow funds and pay interest on it if you do not have use for them at the moment? It is clear that the GIIF does not have a portfolio of projects ready to invest in and it is weird to allocate a whopping sum of $250 million to them at this time. Is the Minister aware that the country owes N-Gas some $100 million? What about other contractors who are owed money by the government? How can you owe so much, have so much to do and yet claim to have “idle” borrowed funds? The allocation of such an amount to a private bank also has major macroeconomic consequences for a relatively small economy like Ghana. It increases the deposits of the banking system and ultimately the money supply. It has inflationary and exchange rate depreciation consequences and would make it more difficult for the government to meet its inflation target. I am surprised that the government is oblivious of these consequences. The Funds should stay at the Bank of Ghana. After all the Bank of Ghana, on its own or through its external fund managers of the caliber of internationally reputable banks like UBS, JP Morgan, Citibank, Merrill Lynch etc. can undertake whatever investment of the country’s foreign exchange that the government would like it to undertake

Tekper's said, instead of the money sitting in the Bank of Ghana account and earning zero interest (no interest) as time is passing by and Ghana is accruing interest on the principal amount that we borrowed, it was far prudent to but the idle money sitting in the Bank of Ghana account to good use by transferring it into the bank account of the entity that the said amount was originally allotted to. By so doing, the money will earn some interest. This is better than the zero interest that you NPP fools are rather wanted.

NPP fucking fools are like the proverbial servant that Jesus spoke about in the bible, the one who buried his capital/principal and told his master that he is wicked and returned the money given him without and accrued profit.

This minister is rather naive and has a criminal mind like Woyome and most people in the NDC ; how on earth do you go to the bond market borrow at 10.25% and lend the same money to a local bank at say 15%; the bank then uses the same money to buy treasury government treasury bills which means lending it to the same government at 24% and then says they are making a profit ;What criminal and illogical thinking has Seth Terpkor forgootten that the value of these Treasury bills in cedis depreciate over time and that the economy is not stable in Ghana because inflation is at almost 20% ; there instability in the exchange rate because the cedi is been supported by an IMF programme of which when it ends will send the cedi out of control ;there are two major side efects ; at the moment industry is starved of funds because these banks wil not lend to industry but will rather only lend to the government as an easy option to make money ; banks in Ghana are not lending for industry to thrive secondly seth terpkor should read the BOG rules regarding the use of of loans and restrictions on them besides does Seth Terpkor think the syndicated bond market lenders including these big banks will allow them to use the lons to buy treasury bills in the US or China or the UK because these monies are suppose to injected into the productive economy to be of benefit besides it the fact that in the absence of creative minds to create wealth the easy way out is to for the government seek funds through treasury bill which are purchased by Banks and 'Kaya-yei' in Ghana ; Seth Terpkor is not a creative minister he is just at a dead end and do not know what to do .

Why did they borrow more than we needed since that entails more interest payments? Lunacy has no cure. So too is the disease afflicting serial liars like Bawumia. There's no known cure for serial liars. Bawumia can't help himself when it comes to telling demented serial lies. Since the NPP has no agenda and no semblance of leadership, the only option left for the NPP loudmouths is to employ deceptions and lies in the hope that they can steal the minds of the electorate. This style and trickery has failed Akufo-Addo twice, and it's about to fail him a third time come November.

The NPP should expect to win any election by fielding a ticket steered by a serial loser flagbearer and a serial liar aplanke. Aplanke Bawumia and his NPP are desperate, making claims that never make any sense while focusing the bulk of their time attacking the EC.

2ndly, he went to attack de EC of ghana saying they hv robbed de npp of victory. Again de voters register contains names of foreigners.

We need to develop Ghanaian economy in a unique way as Africans suitable for our identity and economic structure.... e.g is south African economy is uniquely structured. Bawumia on the other hand has been a theoretical classroom economist. His first on the job training is his first appointment as a deputy governor of the BoG in 2005. Before then, he was a teacher at a Community College (something in between form 5 and A-level)

There are a few important questions that our government is ignoring here....
1. The primary objective of government is the provision of services to the citizens(service delivery). Ghana has a lot of service delivery issues, electricity, water, education, infrastructure, housing, safety etc. The government's priority is never 'profit motive'. Hence it is absolutely a misplaced priority for government to borrow money and forget about its fundamental obligations to the citizens and go into gamble. Do we have 'idle funds' in the present situation?

2. The issue about profit is arbitrary.
.... you borrowed in $ and wil pay same plus interest in $. however you that same amount and expect a higher returns this time in cedi equivalent. Judging from the fact that the currency depreciates/fluctuates against major currencies, it means that the deal is highly vulnerable to external shocks which may erode the profit margins if any in the long run. Government just chose to gamble- pure mismanagement.

3. The BOG has the ability to handle all investments and foreign reserves (treasury) of the government. Why transfer such funds to a foreign owned company?

4. The objective of investing such funds into the economy should be to stimulate growth--- however it may rather lead to inflationary pressures as government is not in direct control over how such amounts will be circulated on the economy. Hence it may be counter productive.
4. Government borrowings have a direct bearing/impact on the lives of the ordinary Ghanaian in every corner. My question is by these transactions, how do the ordinary citizen whose sweat/productivity will be used to pay the interests/capital portion of the loans benefit from such transfer deal?

5. It is the responsibility of the citizens to hold our politicians accountable for their actions and inactions.
If i should borrow $1000 at 10.75% interest.... meaning $1107.5 is payable at end of the year. I lend this same $1000 at exchange rate of 4 (assumption) 4000Ghs @22% which means 4880Ghs at exchage rate of 4 assuming exchange rate is fixed ($1220) due to government.
However foreign exchange rates will determine the actual gain/loss over this period when payment is due.

The question either to leave entire fund sitting without any return on principal doesn't make any macroeconomic lassezfaire sense.

The depondency to be asked , was there any due deligence or oversight of the fund transfer as required by law prior to Minister effecting the said transfer. If and only if there due diligence , fellow countrymen let politics not play any part in prudent fiscal management.

Does the placement of $250m form part of Ghana's foreign reserves? If the funds had been transferred in cedis, then no issues would have been raised, because the foreign currency would still be our reserve. However, the other consequential issue would have been in what financial instruments were the funds invested in by UBA? If part or all were invested in GoG Treasury Bill, then the issue of the govt borrowing its own funds at a higher cost relative to returns thereon arises. Mr. Terkper realize your misunderstanding of the malfeasance caused and rectify the situation in the best interest of the state of Ghana, else "Attivormanian" may catch on you, some time, some day.
