All public institutions should be compelled to display details of fees for their services. Fees should then be paid directly to banks. This will increase the revenue that is due the state.

When you want things done quickly, all they do is put obstacles in your way or delay your progress until you are willing to part with bundles of money.
It's time for the state to be ruthless with the civil servants and make thgem do what they are paid to do and quickly.
