What they have to do is to take the students to court and let a judge order them to pay the money or serve 6 years with hard labour at Nawaf if they default to pay the money within three months. That's a simple solution!

The Accountant-General Department could have deduct the excess payment from their proceeding allowances. in the late 80ties, during PNDC regime, similar thing happened to workers. and they name it 'EXCESS PAYMENT RECOVERY". They simply deducted from source at the end of every month. Now B.N.I is country's debt collectors.
