President Mahama has chastised the opposition New Patriotic Party (NPP) for not selecting a competent northerner as its flagbearer.

Citing an example of former Vice President Ahaji Aliu Mahama, President Mahama accused the NPP for paying little attention to northerners.

According to him, the NPP has shown in the past that it has very little respect for northerners and therefore cannot be trusted.

The President made the remarks in Tongo when he resumed his camping tour of the Upper East region after suspending it for three days to attend to the victims of the Melcom disaster in Accra.

He said “our brother Aliu Mahama was Vice President for 8 years. I was Vice President for 3 and half years. For almost 12 years, we have tasted Vice Presidency. It’s no longer exciting. It’s no longer what we want.”

He said if the NPP wants votes from the northern part of the country, then they should put up Dr. Mahamadu Bawumia as their flagbearer to face-off with him.

“They want to win here, they should put him in number one and let two of us contest and then they will get something from here,” the president said.

Meanwhile, President Mahama has described the defeat of the republicans in the US elections as a good omen for the ruling NDC and an indication that similar thing will be replicated in Ghana in the upcoming elections.

According to him, anytime the democrat party win an election in the US, the NDC also wins in Ghana, making reference to the 2008 elections.

He said: “In 2008 polls in the USA, Obama won by chasing the elephant into the bush and later the NDC also chased the elephant into the bush in Ghana, and just this week, Obama has again chased the elephant into the bush, which will be replicated in Ghana in December.”

He said the performance of the NDC government in the last four years is enough evidence to encourage more Ghanaians to vote massively for the party in the forthcoming elections.

President Mahama said inspite of the increase in wage bills as a result of the implementation of the single spine salary structure, government is still economically solid to execute more development projects in the phase two of the Better Ghana Agenda

I have this conviction that, the CONSTITUTIONAL Provision which espouses Regional Balance which has been MISINTERPRETED by the Appointmenting Authorities to mean Equal number of appointments from each region should be reviewed. It should rather be a GEOGRAPHICAL and its Populational Balance. For instance, why should bigger regions with populations like Greater Accra, Ashanti, Western, Volta and Northern Region each have Four ministerial Position s, yet, you expect Upper East and Upper West also having SAME number of Appointments.That is where the Discrimination within the ESTABLISHMENT lies. Has anybody ever wondered why Mr J D Mahama's government is so deplorably incompetent? The NDC contends to run this country with incapable and inexperienced administrators who have their origins from the north. Well, some people would ask, what is wrong with that after all we're all Ghanaians. Yes, there is fundamentally nothing wrong with filling all the current available administrative posts with northerners who have the capacity to perform their duties assigned to them, but this phenomenal change in government statistics, now means having to offer jobs for the boys who hardly don't possess the ability to perform and that really is killing the economic growth of Ghana. Mr J D Mahama and his northern group of failures must learn to stand solidly on their feet before beginning to walk. Good governance and sensible administration does not really favour cronyism and family connections, this country needs men and women with greater integrity to work in all the administrative fields of government to be able to succeed.

The common denominator here is necessity. However, I would agree that Akans, not Ashantis, dominated positions in Government for a long time, since our Independence, maybe. But the pre-existing literacy conditions in the country necessitated overlooking any lure of proportionality to achieve balance in numbers of personnel in Government Positions during most of that period. Surely, much change has occurred in our country since and we must seriously address that problem if it truly exists. Many more of the minority groups are very well educated to help serve the Nation, too. Nevertheless, a total overturn of the table kills the game. Don't you agree?

In those early days, we needed just the best brains and most qualified to fill most of the Positions, for as far as the partisan bickering of that era would allow.

With the CPP Party, which was the ruling side, hardly did folks hear of any complaints about ethnic imbalance in Government Positions at that time.

Nationwide, we only heard of how folks like Krobo Edusei, an Ashanti, and D.C. Kwame Kwaakye, an Akyem, were supposedly not educated enough to qualify for the positions they occupied in Government. But even then, the complaints were more partisan than ethnic or tribal.

The Government at that time thought that it had to use folks in its Party to the fullest, and if some vacancies still remained to be filled and the Opposition could not be relied upon to fill them, then folks as described above had to be fallen upon to fill those positions.

The Second Republic under Dr. Busia wasn't that much different in that sense, either. Almost all ethnicities were fairly represented in the Government's high positions.

The best formula to fill Government Positions is undoubtedly one that is Party- or Tribe-blind. But could we ever have that ideal? Hmmm! Nevertheless, we ought to try harder to get as close to that as possible. "As possible", here, is the little gray zone. How do we determine "as possible"? This is where I would like our so-called intellectuals, like that Political Professor and author of this article we are discussing, suggest practical solutions.

One thing that many of us have seen to be impacting badly on our Nation's progress is our overuse of Partisanship to fill vital positions for serving the Nation. That method excludes many better qualified Ghanaians from serving the Country. And we miss the opportunity to provide the Country the much needed excellent management it needs for fast growth. Only President Kufuor started to show some divergence to that rule with his appointment of some members of the other Parties to fill some Cabinet positions. Nduom was a CPP member, for example. I know how some extreme opponents of Kufuor's did not even appreciate that appointment and thought that it was done as a trap to contain the CPP further from being more contrarian to the NPP, thereby neutralizing the NDC more.

We are our own enemies in that sense because almost all Administrations have been doing this narrow-choice partisan human resource utilization.

Therefore, adding an ethnic or tribal criterion to further alienate the better qualified from serving the Nation, thus aggravate the situation.

And most worrisome with the last mentioned criterion is the prevalent perception in the Country that Government Positions are the surest way for individuals to enrich themselves in Ghana, and the more an ethnic group or a tribe dominates in Government, the more likely that group gets the bulk of infrastructural developments.

We would be better off to take the wealth-amassing edge out of Government employment. But this is where our collective commitment to stem out corruption comes in. No one should go into Government with the sole goal of enriching himself or herself. And no one should end up coming out of it any poorer than he or she was before entering it.

Therefore, we ought to have an independent body that oversees allotment of infrastructural funds, and appoints qualified individuals to fully manage them, ensuring, also, that projects are accomplished, no matter who or what Government began them.

I hope you would appreciate the need for a better solution to the problem instead of resorting to overcompensation with tilting the other side up. In other words, overloading one side of the scale because, a moment ago, the other side was overloaded does not result in a balance of the scale. It is only with a fair-minded approach to carefully distribute the weight that would bring a balance. Two wrongs do not make right, the sages say. And continuing to scramble for the chance to pack the Government with folks from one side, or the other, would always engender deep-seated acrimony, ethnic and partisan rife, and chaotic disagreements that would threaten our peaceful co-existence always.

Right now, many would doubt what he claimed and discard it as only tribal or ethnic politics. Having said that, we need to answer the question: 'which is more important, to have the best brains and most efficient personnel in our Government Positions without necessarily being nepotistic, or simply apportioning the number of positions among ethnic or tribal groups on some quota basis, even if some of those given the positions are grossly incompetent? This is the type of questions that any progressive country should be able to resolve early in its development.

Whilst Ghana was luckier in our First and Second Republics to have had insignificant to no problem at all with ethnocentric politics, especially, when it came to filling Government Positions, recent experiences with members of some ethnic groups desiring to control the governance of the Nation just because they believe only their ethnic groups deserve to rule the Country, is what has accentuated the ethnic or tribal scramble to dominate in Government positions.

The Professor did not offer any solutions to the problem he claims to notice but only complained about it. That makes sound like he only hates that another tribe or ethnic group other his deserves to be in charge.

I remember the Otumfuor Asantehene lamenting over similar issue recently. But no one seemed to care about it enough to follow up and find out what his sources were, or whether or not his claims properly reflected what prevailed in the Government.

In order that no one uses this perceived problem to instigate any inter-ethnic chaos in the Country, as the election approach, the Mahama NDC Government has to promptly respond to this charge, and start to address it comprehensively and satisfactorily.

It's a shame for a learned man of your calibre to talk like that. What is your basis for drawing that conclusion. Why will you spend more than 60% of your life to acquire knowledge only for you to throw it away to the dogs.

It is true, most of Mahama's appointees are from the North, Upper East or Upper West regions. Let us take the present cabinet. There are 23 appointees and 7 are from the northern regions. They are Collins Dauda at local govt, Ben Kunbuor at defence, Inusah Fuseni at roads, Mahama Ayariga at environment, Mohammed Muniru at food and agric, Seidu Daanaa at chieftancy and Haruna Iddrisu at Employment. 7 out of 23 means 30% of his cabinet ministers are Northerners. According to the 2010 census, Ghana's population is 24,658,823 and the total population in the three northern regions is 4,228,116. That represents 17% of the population. compare 17% to 30% (almost twice). If Kuffuor did it, we did not like it and we voted him out only for Mahama to do the same????

Where was this rabid dog when his Agyekum Kufour was president and their tribal NPP was in power? I guess he was deeply asleep or he refused to see who his tribal NPp and president Kufour appointed to fill these positions.

This political science lecturer is a disgrace to egalitarianism. If you lump the different linguistic groups in the Upper East, Upper West, and Northern Regions together as Northerners, then what common name can you use to lump together, the groups from the remaining regions of Ghana.? Southerners?

Dr. Baah, you may be right in saying that 60% of key positions in Ghana are currently occupied by Northerners. This seems to be Mr. John Mahama's agenda and it's very unfair. However, he isn't the first and only president who has done so. Mr. John Kufuor's record is worse. Although Akans constitute 44% of Ghana's population, Kufuor's appointments of Akans far exceeded the 60% of the Northerners you claim Mahama has appointed. Of the Akans whom Kufuor appointed to sensitive positions, more than 80% were Asantes. This practice by Kufuor disturbed some to the extent that he was at one time publicly questioned by a news reporter and he didn't deny it. Indeed, he justified it by explaining that Asantes overwhelmingly voted for him and therefore he had to give them those positions. He was honest about it!

Dr. Baah, given the above, why didn't you complain when Mr. Kufuor engaged in that kind of nepotism? Why was it good for Kufior to appoint to sensitive positions even his own brother and other numerous close relatives but it isn't good for Mr. Mahama to do the same? Where were you when Kufuor was doing what can be said to be worse than what Mr. Mahama is doing currently?
