As long as political leaders fail to exercise vision and eschew political horse-trading, this nonsense will continue. There had been many instances of violence and corruption when Assemblies have to elect DCEs or MMCEs. Why can't we as a nation bite the bullet and have DCEs/MMCEs, who are elected into office by popular vote rather than the current mode of appointment by the President and the rubber-stamping of their appointees. In most advanced democracies, mayors and councillors are all elected by popular vote and none is appointed. If as a nation we want decentralisation to succeed, then we have to do away with the current format and open the position up to be elected for. As it stands now, we are denied the expertise of better qualified candidates because they are neither foot-soldiers nor failed parliamentary candidates of the ruling party.
