GNPC, Tap Oil and others sign agreement

Accra, June 16, GNA - Deputy Minister of Energy, Armah Kofi Buah, on Wednesday said government would ensure that companies operating in the oil and gas sector adhered fully to environmental laws governing the sector. Speaking at the signing of a petroleum agreement for oil exploration in offshore Accra-Keta basin in Accra, Mr Buah said the oil spillage off the Gulf of Mexico should provide a wake-up call to improve enforcement of the environmental laws.

The offshore Accra contract is between Ghana National Petroleum Corporation (GNPC), Australian firm Tap Oil Limited, Challenger, Minerals Incorporated and Afex Oil Ghana, an affiliate of Afex International based in the US.

Tap Oil Limited would control 36 per cent stake in the joint venture while, the GNPC would control 10 per cent, both US firms involved in the deal would control 27 per cent each. Mr Buah called on development partners to support the country's effo rts to derive maximum benefits from the oil resources and urged them to adher e to the country's laws.

Kosmos holds an 18% interest in the Deepwater Tano Block. An affiliate of Tullow Oil plc operates the block with a 49.95% interest. An affiliate of Anadarko Petroleum Corporation has an 18% interest; Sabre Oil & Gas Holdings Limited has a 4.05% interest; and GNPC has a 10% carried interest.

A law can only be passed when both houses, HR and Senate agree to a law that it can be passed. Do you know where the word Congress comes from in terms of USA politics? Ofui, let me educate you.

Senate and HR perform the same function, passing laws and debating budgetary issues. Before a law can be passed, both houses deliberate on it and both houses have to agree by majority for a law to be passed. When both houses agree, then it is call Congress, that means both houses have congregated and agreed.

Sometimes HR might agree to pass a law and the Senate might not agree and vice-versa. When that happens, the select committee from both houses dealing on a particular issue will congregate to iron their differences so that the law will be passed.

Accusations have been made against some politicians in Ghana as to when they new that the two prisoners fro Gitmo are coming to Ghana.
