Road rehabilitation is good and welcomed,but there should also be a voluntary work force to de-silt the gutters ahead of the rehabilitation to allow for free flow of water.Additionally all broken pipes or water leakages must be repaired before the rehabilitation.The reason for my suggestion is that some repaired roads deteriorate faster because of choked gutters and leaking pipes.Take a look at my recommendation.
