That is perfectly possible my dear. If you read the story carefully and not only the headline, you will notice he's talking about no import duties on raw materials - thus duties on finished products remain. The removal of import duties on raw materials is likely to reduce the production cost of our factories and make their products competitive on both the local and international markets. If output prices become competitive, that leads to increased demand and as output increases to meet demand, factories will need to increase employment.
In addition, the tax lost at the import stage can be recovered at the output stage as quantity produced increases.
All things being equal, this is a much better proposition than the status quo of increasing taxes and levies to raise revenues that ends up in frivolous spending (like useless branding of buses and over-inflated contract prices -in corporate parlance that is what Jensen and Meckling call the free cash flow problem). In addition to the abuse of cash flows, industries suffer and crowd out of the market.

First off, what type of raw materials, which industries within the manufacturing value chain, where do these raw materials coming from and what tradeoffs there is with the countries of origin etc ? You cannot just give up import duties on raw matetials without plugging in alternate revenue stream to ensure deficit neutral proposition especially when Ghana exports only raw materials. Countries that drop import duties dont do wholesale tarrif changes but are specific on materials that will place them in a competitive advantage without disadvantaging local industries...

Without technical universities there would be no qualified technicians to lead the industries into the arena of achieving maximum production.
Why is Akuffo Addo trying to use all means to buy the minds of the people with brain washed strategies that can never work to uplift our industries.
In reality the abolishing of taxes on imported raw materials for industries is not a bad idea but that is not the solution to our industrial mess that we face in our nation.
In first place, an intelligent and rational patriotic citizen or politician of great awareness and concsiousness of our industrial problems will like to question of the availability of well educated and trained technicians who will manage the industries.
At this point it is therefore a shameful approach by Akuffo Addo considering the so called level that his NPP had politically and edcationally placed him. Our nation lacks well educated trained technicians from our technical univertsities.
Where are these universities? This is the area that Akuffo had to be talking about, not about abolishing of taxes with the mind of luring voters to his side inorder to win elections. It is not about votes but about the policy that gets into the real interest of the nation that one leads.
Ghana cries for reasonable, wise, genuine minded, knowledgeable, committed to the development of the nation polticians of selflessness who will lead our nation to the achievement of our goals.

Government must strengthened EOCO and Human Rights and Administrative Justice. While you scrap these taxes, you must also rationalise public labour. Close nonfunctional ministries and reduce labour. Reduce the number of ministers and relocate some ministries outside Accra. Remember, that regional integration will be very vital if products produce will make any meaningful impact on the citizenry.
However, understand the dynamic of world powers and politics that can hinder this idea without regional support. Global dynamics of balance of power must be considered. It is not a straight forward issue. You need alliance with bigger markets like Nigeria, South Africa and DRC. Please factor that into your industrialization plan.
