It cost so much money in the U.S to buy meds, but everyday we hear they are making donation to Ghana. What is the real reason?

Why would drugs which arrived into the country last year expire this year. Most of these so called donors bring drugs which are on the verge of expiry claiming they are doing something good for Ghana

Some or most drugs are required to be stored at cool temperatures. I am sure that warehouse had no temperature control.
