  Affordability is certainly a key factor in the of the PPP procurement. This is directly related to cost of borrowing for such development projects. Issues of cost of borrowing for construction development in general has to be looked at quite critically. It is of interest to know the cost of borrowing for such projects in some countries where the PPP scheme is a preferred method of procurement in the public sector, the related interest rate is less than 5%
