    We must empower our district and municipal assemblies to be effective agents of development in our communities.

    Decentralised to development community developmental issues. This is what is done in developed countries. Govt can not deal with tactical issues but the assemblies can.

    We need to emphasize that people desist from littering. No amount of cleaning will get the job done when people deliberately throw garbage all over the place, in most cases as soon as the place is cleaned.
