The Supreme Court made some recommendation for EC to undertake reforms after the elections petition.Where have we been with reforms must be addressed now.The EC has made one significant reform on the "No verification no Vote" regulation.As from now,we have all agreed that if the biometric verification machine fails to capture the finger prints of a registered voter,the person concerned must be allowed to vote by going through manual verification.I wish the EC will come out with another reform on multiple registration and voting.That is to say,there must be a new regulation should in case the biometric system fails to detect such a problem.These are some of the technical problems that we can have solutions now.Thank you.

There is no way in hell, the current bloated register will be used in this country in 2016. The results will not be acceptable to Akufo Addo, the results will not be acceptable Kwesi Nduom, the results will not be acceptable to John Mahama, and the results will most definitely not be acceptable to Agyeman Rawlings, neither will it be acceptable to Abu Sakara, Lartey, Yeboah, Odike, Akua Donkor or any of the other candidates.
Throw that register out, let's start compiling the new register now and stop wasting everybody's time.

Which documents will be acceptable in building that NIA database? Will it be NHIS cards, birth certificates, passports, driver's licenses, previous voter ID cards, current voter ID cards, school certificates, employment records, census records if it captures the relevant data, from social security data etc, etc? Where will that information, and from which agencies will the NIA rely on to create that National ID database within the timeframe Ghana has before the 2016 elections?
Prof. Attahiru Jega of the Nigeria INEC managed to preside over and conduct one of the most cleanest and most credible elections in Nigeria's history with a very clean and credible voter roll, and Ghana should consult him and learn from him as to how they managed to achieve that feat, whilst building on the capacity of the various institutions upon which the NIA will be falling upon to create their database to have relevance in real-time.
Because I can bet my last pesewa, if for example the Births and Deaths registry were to be asked today to provide the number of Ghanaians born today or born 10 years ago today or 18 years ago today, across the whole country and those who have died, they will not be able to furnish anybody with that information.
You know you will be having serious challenges with an authentic National ID database of Ghanaians and non-Ghanaians if the body tasked with registering births and deaths of 1. Ghanaians, and 2. other nationals in the country cannot furnish you with such basic data.
I am pretty much sure the Director of Passports and his dept will not also be able to furnish the NIA with true and correct data of Ghanaians with passports and non-Ghanaians who have managed to secure Ghanaian passports now as well.
The Immigration service too would not be able to furnish the NIA with data on the number of foreign visitors for a few months in the country, and those actually domiciled in the country for a long period.
The national ID database serving as the back bone of the voters register cannot therefore realistically materialize in the short-term, for the 2016 elections if that is what Ghana intends to rely on for the voters register.
What can work though, would be a very credible register, a very clean register which can be cross-referenced to a national ID database when it becomes available, and the results should be such that, it shouldn't deviate by 0.001%.
Then you will know you have built a very credible voters register and a very credible and authentic national ID database with broad spectrum of application going forward.
So it is not just the NIA that needs to be resourced but a number of agencies and depts. need to be resourced adequately to be able to build and feed and complement the work of the NIA in real-time for the national ID database to have any meaningful relevance.
The data systems and architecture needs to be robust and have complementarity across a very wide spectrum of data sources and that is not something you do within 6 months or even a year. It is a very painstaking exercise that requires diligence and a lot of resources if you are to get it right the first time.

The simple reason is that all our instituitions are staffed with cronies. As an auditor i have seen enough and I am convincd that WE HAVE A LONG WAY TO GO.
