  So the Guinea fowl eats some dung and finds that it gives him enough energy to get to the first branch. The next day, he eats some more and gets to the next branch. This cycle continues for a week. Finally, the Guinea fowl is at the top of the tree, where he is spotted by the farmer, who shoots him with a shotgun.
  
  Moral of the Story: bullsh*t might take you to the top, but it won't keep you there.

Their people wallow in poverty while the business people, politicians, the rich have all become Southners now. They even don't build in their hometowns.

The only solution is better railways system which links the Sout to the North with few hours . This would readdress the poverty divide the have exisisted since time memorial. Invest in railways system , fast link railway system of a kind. Even if these enage in farming who buys their products without effective transportation system.

Can he explain why G-CAP and Northern Rural Growth are not working? Is it about project proposal writing that these listed projects did fail?

  Minister please, then why not tell Ghana as the country has been tagged or labelled poor in the books of World Bank, UN, IMF, and many organisations of which even some of our books endorses the tag. Ghana is a poor country.

Where is the CEO of RLg now, managing the loots of Mahama in Dubai. Northerners are their own enemies DR Gariba and co were given the chance to improve the lot in the north and all the money the govt provided ended up in pockets because it was given as a gift never to be paid back because a northerner is head of govt and notherners MUST also Chop small! this is the mentality in the north and NO govt investment will succeed there , EVER, Mark my words and follow up all that goes in there always ends up in private northern pockets and lost forever!

They have failed to secure long term markets,protection form unfair competition from cheap imports, opening up external markets through trade expos abroard, appropriate infrastructure/funding to beneficiate/store products and viable prices for the products from the North. Until this is done, nothing will come from such speeches. Is is not a joke to require mainly illiterate farmers to prepare business plans? Their business plans are in their heads. Those in charge need to find innovative and relevant solutions to challenges.Lets stop being academic!!!

  Beginning from the colonial days through Nkrumah to now projects have been sent up north to bring them up to par. Many of them are now stinking rich but refuse to go live in the "north".
  
  There have been many SADAs and there will still be more. Maybe just maybe government should treat them just like any other region, and things will improve.

SADA was established to develop the northern parts of Ghana and reduce the poverty there. Unfortunately, Alhassan Andani and his SADA team have misappropriated all the SADA funds and the people are still poor. This has made SADA a sad story so don't force the northerners to say that they are not poor. The reality is that poverty is still widespread in the northern regions. You can look for Alhassan Andani and ask him to return the SADA cash.
