PUBLIC ORDER ACT
1994 (ACT 491) Section 1-Notification to Police of Special of Event.
(1) Any person who desires to hold any special event within the meaning of this Act in any public place shall notify the police of his intention not less than 5 days before the date of the special event.
(2) The notification shall be in writing and signed by or on behalf of the organisers of the special event and shall specify—
(a) the place and hour of the special event,
(b) the nature of the special event;
(c) the time of commencement;
(d) the proposed route and destination, if any; and
(e) proposed time of closure of the event.
(3) The notification shall be submitted to a police officer not below the rank of Assistant Superintendent of Police or other police officer responsible for the nearest police station to the location of the proposed special event.
(4) Where a police officer notified of a special event under subsection (1) has reasonable grounds to believe that the special event if held may lead to violence or endanger public defence, public order, public safety, public health or the running of essential services or violate the rights and freedoms of other persons, he may request the organisers to postpone the special event to any other date or to the relocate the special event.
(5) An organiser requested under subsection (4) to postpone or relocate the holding of a special ever shall within forty-eight hours of the request, notify the police officer in writing of his willingness to comply.
(6) Where the organisers refuse to comply with the request under subsection (4) or fail to notify the police officer in accordance with subsection (5), the police officer may apply to any judge or a chairman of a Tribunal for an order to prohibit the holding of the special event on the proposed date or at the proposed location.
(7) The judge or chairman may make such order as he considers to be reasonably required in the interest of defence, public order, public safety, public health, the running of essential services or to prevent violation of the rights and freedoms of other persons.
Section 2-Control of Routes and Crowds.
(1) It shall be the responsibility of every police officer to take all such steps as are reasonably necessary in any public place—
(a) to assist in the proper conduct of any special event by directing the routes of such event to prevent obstruction of pedestrian or vehicular traffic;
(b) to disperse crowds at any special event where he has reasonable grounds to believe that a breach of the peace is likely to occur or if any breach of the peace has Occurred or is occurring in order to prevent violence, restore order and preserve the peace.
(2) The Police officer III charge of an area of a special event may cause to be closed such streets or parts thereof to pedestrian or vehicular traffic or both and may cause to be erected such barriers as may be necessary to preserve public order. Section 3-Responsibility of Organisers and Other Persons.
(1) Where at any special event any damage is caused to any public property, the organisers, or any other persons found to have been responsible for the damage caused shall be liable to pay for the cost of the damage.
(2) Any person taking part in a special event shall obey the directions of police officers safeguarding the proper movement of other persons and vehicles and generally maintain order.
(3) Any person taking part in a special event shall conduct himself in such a manner as to avoid causing obstruction of traffic, confusion or disorder.

In my humble opinion NPP is at lost. They thought by setting up pressure groups, booking some unprofessional professors and conscripting some non-clergy clergymen to come out every-time something happens, they will gain political capital. Well, as you can see, they are not doing very well in that regard.
I'll tell you why. Naturally these operatives are not schooled in the fine arts of politics. Secondly, they are putting out personal spins (which is not astute ans apolitical) and therefore clashes with party position. Thirdly, they are out to outdo each other for the glory and recognition. The public petty little personal quarrels is a cancer. When their elders cannot unite them, they suffocate. These operatives can only breath if the come out for air. This means radio station and public pronouncement, raving and ranting.
Fourth, these operative have the mind set of ‘what is in it for me?'. They all seemed to think that they have to grab money any time at the least opportunity. Corruption and dishonesty is the dagger that trusts too dip to heal. We need an opposition that puts Ghana first and political party second. In the absence of this simple patriotic leaning, Ghana will be stuck in vicious cycle of NPP in opposition and bent on making the country ungovernable.
NPP LEADERS SHOULD BE CALLED TO ORDER. THERE IS NEED TO CALL FOR A CONSULTATIVE ASSEMBLY. THIS IS WHERE A NEW DRAWING BOARD IS NEEDED. FIRST ORDER OF THE DAY ON AGENDA IS TO KNOW THAT POLITICS A GAME OF CHESS THAT IS ROOTED IN COMPROMISE AND UNDERSTANDING. LET THE LIGHT BULBS TURN ON AND EYES OPEN. LOVE COUNTRY FIRST BEFORE PARTY AND KNOW THAT ALL SO CALL FOREIGNERS NORTHERNERS, EWES, GAS AND OTHERS HAVE IMPORTANT ROLES TO PLAY IN THE AFFAIRS OF THE COUNTRY AND THEY ARE GOING NOWHERE. SUPERIORITY COMPLEX AND BIGOTRY HAS NO PLACE IN POLITICS, SO CUT IT OUT. IT CAN ONLY HURT YOUR POLITICAL FORTUNES. THERE NO BIRTH RIGHT PRIVILEGES IN POLITIC YOU NEED TO HONESTLY EARN YOUR POSITION. BECAUSE IF YOU DON'T THOSE SWEATED FOR THERE POSITION WILL NOT LET YOU TRESTLE FROM THEM UNFAIRLY. THIS MUST BE CLEARLY COMMUNICATED TO THE GRASSROOTS OF NPP. THANK YOU AND CHEERS. Democracy is advance if there in a procedural descent. Any group can demonstrate but immediate protection of life and property takes precedence of grievances and complaints. Therefore if you have a complaint there better avenues to process that complaint. There are tree branches of government, Presidency, parliament and the judiciary. Make use of any of these if you legitimately want to cause a change. Now if you rather skirt the laws of the land then the authorities will be there to maintain order.

Dr. Baah is one such intellectually dishonest Ghanaian who sold his soul to the NPP and cannot think straight; unfortunately he has been allowed by government’s department of education to misinform and have power over university students for ages. Free speech and the freedom of association have limitations even in practicing and well established democratic nations. What Ghana's security agencies and the courts cannot and must not do is allow Ghana to become another typical European nation where caution, foresight and wisdom have given way to political correctness run amok. Has anyone in LMVC proven harm or shown where their vote was not counted or rejected? What about the potential and existing harm that will befall the old and the poor in Ghana who may not have the time and wherewithal to seek new voter registration cards?
We cannot trade the interest of the larger community for the benefit of those who talk loud make the most noise and or are organized to maximize chaos. We will set ourselves up for continued blackmail if we succumb to silliness. Next we will have people masquerading around asking government to build sewage treatment facilities in each city so indoor plumbing facilities can become the norm and not reserved for the rich (which by the way is more deserving than the LMVC silliness) And what about better roads in Ghana? Why is this not reason enough for the vote of those living in communities without paved roads with concrete or bituminous not take to the streets? It is a must that security agencies in Ghana take control because in democratic nations where the rule of law is enforced without favor the health, safety and security of citizens are assured for all and not for some.
