I am not sure that decentralising education management and entrusting it in the hands of MMDAs will necessarily make our education system more efficient. The MMDAs are facing problems already. How do they cope with the added responsibility?
Let us make haste slowly. There must be wide consultation on the proposals.

What should be the minimum requirement in recruiting lecturers into a tertiary institution? Is it a masters degree or a PhD with a course in education??
Professors in tertiary institutions must read GES directives. There are many important and useful GES directives which would help them.
GES banned all forms of corporal punishment in Educational institutions but there are reports that some tertiary institutions are still carrying out this practice. Asking students to kneel down and so on.
Lecturers in tertiary institutions must recognize the fact that students in these institution are adults.

If we talk of gurus in local government in Ghana, we should think of Prof Aryee. The DAs and MMAs are staffed with inexperienced school drop-outs!

The police, judiciary and BNI are not working. That is why anybody can get up and draft dumb laws. Are the District people more intelligent and educated than the people at GES?

I would like to suggest that for such an important initiative that affects the generality of Ghanaians and indeed the future prosperity of this country, the first draft of the bill which is being used for the consultations should be made available online so that interested members of the public and recognised groups can make an informed input into the process of finalising it for the consideration of cabinet and parliament.
