I think if we want to experience good local gov't practices the assemblies must be given full authority, I do support DR Nduom

Another witless worm. Who advocated for local government to elect their leaders?
The only way this could work is to collect local or regional income taxes to manage the locality. Once you rely on the central government for everything you cannot achieve any independence.

Why not a Federated State to allow each region to use their own resources to develop ?
