The senseless driving in Ghana will cease if the DVLA had introduced this policy long time ago. How can you issue license to uneducated gu'ys to drive on the streets? They dont understand road signs and the only thing they do best is to kill people on the street. Insurance Companies should make sure insurance is given to educated drivers or they are increasing their risk

I agree with the drivers, the most careless drivers on our roads are the so called educated people, not the commercial drivers,it is insane to blame these drivers for our own mistakes on the roads.
That DVLA is one of the most corrupt organizations in Ghana which needs to be abolished or the entire management is removed from that place, they put all these measures in place to dupe the drivers.
Some of the things they did was to introduce a policy that compels drivers to attend some so called driving schools they established to make money out of these poor drivers who have nobody to speak for them.
You cannot force people to attend driving school before they get license but this corrupt organization is forcing the poor commercial drivers to attend these mushroom driving schools they the officials have secretly established making some people to front for them.
In the past Ghanaians in diaspora could convert their licenses from where they live to Ghanaian one without too much problem but now whoever is incharge of that organization has made it so complex that one wonders how can we do such thing to Ghanaians in this modern or civilized world.
Now if you want to convert your lincense they will ask you to go to their headquarters to get a form and then pay money to the state you are coming from if you are coming from the US to get a driving record which you have to take to them before they can convert your license for you which can take days if not weeks.
How can we treat our own people this way making them to make money for foreign governments to check something that is stupid in Ghana, what do you need a driving record of somebody in America for in Ghana where you don't have a driving record for even one driver, what do you need their driving record for?
I was so shocked when my friend went to the DVLA and was told that is what he has to do and I thought he may have met the wrong person because that was not what I went through some years back but when we went to another place and they say the same thing,I said,we are really useless people if this is what we can do to Ghanaians.
A smart person could have asked them to pay even additional equivalent of one dollar to a road fund to covert the lincense instead of forcing them to pay tens of dollars to foreign governments which your government will not get even a dime, that stupidity is not what we call reforms.

I agree with you. DVLA officials are extremely ridiculous! I wonder how DVLA can have the power to make such silly rules for people living abroad. I wanted to convert my US license to a Ghana one. The ridiculous head of the office told me he would have to send my US license to the American Embassy to verify that it was genuine! How insulting. 98% of the people who drive in Ghana behave as if they are on a suicide mission. How did they get their driver's licenses? It's so scary to drive in any of our big cities. Yet this man was behaving as if drivers on our roads drive better than me. Most drivers don't care about all the simple rules that we all need to respect when we drive! And why treat Ghanaians living abroad like creatures who have come from the planet Mars? It's really pathetic the way Ghanaians treat their compatriots. People drive so carelessly because the police are so corrupt that they know they can bribe them and get away with anything!

I don't think you learn much in the US for the whole twelve years.
First of all,you must know that it is not only the US licenses that you can convert but all other countries and the same time the process of converting the license is a policy Ghana has over the years to help Ghanaians living abroad and investors going about their business as quickly as they can in the interest of the country and in addition to that you can use your so called international lincense from Ghana to drive in the US without going to any office to do anything.
In the past we were using our license from the US to drive in Ghana without a problem but the government at that time which I believe realized they could get a revenue from converting the lincense introduced that policy which I believe is excellent policy although not perfect due to the usual Ghana's bereaucracy but because of the mindset we have in Ghana that if I'm not the one who introduced something I must get rid of it or change it,whoever is incharge of the DVLA decided to frustrate people with this stupidity denying government of that revenue.
Don't forget that we can still use our various lincense from the US to drive in Ghana and buy our way when pull over by the police or acquire international lincense from AAA before coming to Ghana to deny the government the necessary revenue from the conversion.
Just imagine somebody coming to spend just few weeks in Ghana being ask to go to the US embassy to pay for driving lincense record which the US embassy will tell you they don't do that rather they should go online to get the record as happened to my friend.
It is out of ignorance that this DVLA will ask Ghanaians from a place like the US to go to the embassy to get record of their driving.
When I first heard that the first thing I told my friend was that cannot be possible because the US embassy cannot have records of all the states, the US is a federal government that has no control over acquiring driving lincense in all the 50 states and District of Columbia, even the people working in the embassy from the US have lincense from different states, there is no federal lincense.
Tell me if it makes economic sense what this guy in charge of DVLA has introduced in the country, the guy is making things very awkward in that agency, his policies belong to old school mindset.

Thank you for the various comments. This discussion in a way inform us that if we have any desire to convert our drivers license to that of Ghana we should first arm ourselves with our driving record from the state in which we reside in the Us. This is simple. We must learn to comply with policies in Ghana and stop irrational complains and criticisms.

The introduction of minimum literacy level by the DVLA is most recommendable. In fact, it should not begin or end there: this is what we need to sustain our democracy.
We are suffering in this country because wrong voters are voting for wrong leaders. Thumb printing should have no place in our democracy. Anybody who does not understand the policies of any candidate should not be coerced to vote for such candidate.
People who cannot read cannot understand what democracy is all about - I mean democracy as we practise it now! Everybody who qualifies to vote should be allowed to vote but not by thumb printing! There should be no pictures on ballot papers. Rather candidates should be identified on ballot papers by their names and voters must be given pens and pencils to make their choice. I presume that should be the way to go, and our silly politicians and empty propagandists would not easily deceive our poor unsuspecting folks to vote for policies they do not know or understand.
Long live democracy!

Develop our local languages or produce the drivers test in some local languages. 2. Vigorous education for those who was want to drive for a fee. If cannot read and write then you cannot drive simple because you have to understand the highway code regardless.
