If that is not then is better to bring the payment of fees back than to evolved any new name. It's a shame and confusion about all these things in Gh Educational system. It's rubbish totally rubbish. It doesn't make any sense when politically creating freely sss. While the basic have no stability. What sort country is this? For how long shall we continue in the darkness? If you don't get to class one how do u get to class two? It's unfortunate.

  Capitation grant in our schoools is like using basket to fetch water. The children benefits less than 0.05% of the total money. The rest goes down the drain - some of the education officers , the heads and auditors share the rest.
  The capitation grant should be used to purchase teaching and learning materials for the schools instead of the physical cash that the childrens don,t benefit.

  Is there no way to monitor these abuses. The fact is that ,without proper supervision any good idea will go wrong. We need good leadership to take care of the affairs of this nation.
