Fair enough, but can this govt be trusted to devote the full amount to debt restructuring? Secondly, in relation to the total stock of adverse debts, 500m cedis is insignificant & won't have the intended impact.

The govt doesn't deserve credit for this move. Using expensive short term borrowing to finance infrastructural projects is the height of economic ignorance & should never have happened in the first place.
