  Dr Akpaloo for Gods sake you are heading a teaching hospital and not a rural health centre.
  Why not conduct advocacy and use the connections of the numerous professors in the facility to get a plant from other stakeholders. you can start with various corporate organizations to international health organizations especially in the area of maternal and health care.
  At worst get approval from your board and go for a loan to purchase the oxygen plant.
  In producing the oxygen you can sell some to other health entities in the ashanti region and other regions of the country.
  Health managers should note that they have to acquire modern competencies in management and run them as is expected with modern corporate practice.
