My friend, let sleeping dogs lie. The stow-aways committed the crime of illegally boarding their ship. They were very lucky that the personnel of the ship had mercy on them and gave them a raft to safely get ashore. Secondly the personnel handling the ship will deny that the stow-aways were ever on board that ship. After-all there would not be any evidence to prove that they were indeed on that ship.
The offense, upon discovery of stow-aways in a ship, is punishable by heavy fines on the shipping company and sometimes the dismissal of the senior staff of the ship including the captain, by the company. This is the reason why sometimes, stow-aways are thrown into the sea-waters by personnel of ships who do not want to sacrifice their careers.
What we should be concerned about now is how to get the stow-aways back to Ghana - that is if they are interested in doing so. Otherwise, they can be left alone to try their fortune in Angola as well since it seems that the govt is not particularly interested in footing the bill for their return.

It seems that our govts are not aware of the fact that the quality of diplomatic staff is used by the host country and other resident diplomats to measure the importance and political value of the countries which they represent. Thus far, this govt in particular seems to think that our embassies are either for merely 'making' show or compensating unqualified sympathizers for party loyalty with diplomatic postings.
Our entire diplomatic service has as we speak, been inundated by all kinds of buffoons, political opportunists and foot-soldiers who have collectively succeeded in reducing the image of our country to that of a banana republic.
It is not only the unbearable dumsor, the perennial lack of potable water, the inability to pay workers bad salaries, the failed educational system, the high levels of pervasive corruption, the failure of state institutions and utilities to perform as expected, the administrative ineptitude at the highest levels of govt, the decaying state infrastructure and the lack of basic services that give an indication that a country has reached the point of doomsday. Diplomatic staff are supposed to be the finest personalities of a given country but in our case, it seems to be the other way round, making it another failure that discerning Ghanaians are also lamenting about.

Instaed, you mindlessly and stupidly took the easiest and placating route by shirking your official responsibility as an ambassador to cover your lack of effectiveness, experience and being a {green horn) diplomat.
