    The target was likely determine when $1US= GH¢3.3 or lower. In the 2nd quarter, the average rate of currency was likely around $1=4...They likely fell below their target if it was pegged to the US dollar.

    Praise should be given to BIVAC the Destination Inspection Company that values goods at KIA. CEPS just collect the revenue identified by BIVAC
