We just hope that the needed changes take place in the Assemblies. Most of the DCD's are themselves obstacles to the new wind change blowing in LGS. They are still glued to their old ways of running the Assemblies in which they form a click comprising DFO, DPO, DBO and District Engineers to loot by engaging in unthinkable corruption. Please Dr. put your foot down, if not the HR Units will be neutralized thus defeating the purpose for which they are set up. Some DCDs and other Officers especially those belonging to the above clique see the HRs as the Personnel Officers who should not be regarded. May God strengthen you to carry through with the changes so that will have responsive, transparent and accountable Assemblies in order to make meaningful the Decentralization Concept.
