If the weapon was registered and the owner is not limited to a particular place where the weapon can be used how are you going to prove it was meant to attack people in Talensi,if the weapon is for protection did the law say one cannot carry it to other places except where the owner resides?
If the owner is not supposed to be there just find out from him why he was there with the weapon.
The violence in elections is not speaking well of the country.

Weapon can be registered with license to own. If you want to carry the weapon around, the owner must secure a license to carry it too.

We are not talking about somebody going to register to carry a conceal weapon as we have in some states in the US.
If our folks in the villages register their weapons they don't go back to do another registration to carry it.

The fundamental duty of any government in this world is to provide peace and security in a country, and for that reason, controls the security agencies including the police and the army. So it was the duty of the government, and in collaboration with the EC, to provide an environment conducive for free and fair elections devoid of any form of malpractice and criminal activity in the by-election. So the NDC government should accept responsibility for what happened at Talansi, and not try to tell Ghanaians that they are only enjoying power without any responsibility.
When a government shared AK47s, pistols, axes and matches among its thugs to maim and kill opposition leaders to ensure fully intimated, what do you think the level of pressure and intimidation was on the villagers? And when years of accumulated stolen monies from percentages secured from inflated projects, judgment debts and direct use of government money meant for ghost projects like SADA and so on are shared to entice poor gullible voters, what do you expect? Furthermore, if some NDC supporters were caught with thumb-printed ballot papers to rig the elections, how many of them slipped through undetected or allowed to pass in order to stuff the boxes with such papers in favour of the NDC candidate? Moreover, I hope you have not forgotten that they used 5billion dollars out of the budget in 2012 to buy the conscience of gullible voters and Ghanaians are being overtaxed as a result.
NDC would do anything under the sun to rig elections and remain in power, and the practice has been going on since the NDC phase one under Rawlings, who himself displayed crocodile tears as a result of the electoral violence aptly blamed on the NDC. Clearly, this is the precursor of the nature of the 2016 elections that Mr. Mahama hinted. We now know it is going be fought with AK47s, pistols, daggers, axes, matches, bribery and intimidation. And I advise our people to be more resolute in defending democracy in Ghana. Without free and fair elections, we can easily find ourselves again in a one party state like the one we suffered under Nkrumah because; Mr. Mahama is trying to derail democracy in Ghana in order to continue his mediocre rule.

Mark Woyongo and Sofo Azorka with his Azorka boys on the orders of John Mahama brought the weapons to Talensi to visit violence, mayhem, killings and chaos on peace-loving Ghanaians exercising their fundamental right to vote in a democracy.
The Mahama NDC gov't is using intimidatory and suppressive tactics to steal the vote, in an election they are poised to lose in 2016 and entrench itself in power against the express wishes of the masses.
Ghanaians the world over should condemn and say no to the Mahama NDC gov't's intimidatory and suppressive tactics to steal the vote.
Such actions are an anathema to every democracy and suppression of voters rights in Ghana is suppression of voters rights everywhere.
Say no to NDC voter intimidation and suppression.
