Every town, village and hamlet in Gonjaland has received a facelift with new facilities such as roads, toilet facilities, markets, mosques, good quality water projects, electricity extension projects, etc. The question is did J. J. Rawlings do the same thing to Voltarians when he was in power for twenty years? What about Atta Mills. The good old Prof was in power for three and a half years yet he was not selfish to only concentrate on his people in Ekumfi Etuam and the central Region but rather his whole thought was for the general good. No wonder under the care of Prez Mills, Ghana achieved a growth rate of 11%, single digit inflation and the smooth implementation of the Single Spine Pay Policy where newly recruited police personnel received the nominal equivalence of 500dollars as monthly salary. Compare these achievements to the nepotism and selfish policies of the Mahama government that has crippled the Ghanaian economy. I really weep for Ewes and Fantis whose votes brought Mahama to power and yet are the hardest hit by the current hardship prevailing in the country.

I am afraid , that is your own interpretation of the law. I do not see any such transparency or verification in Article 70(2) either by the letter or in the spirit of the law.

Here even if Council of State was consulted wouldnt it be prudent to make it known to the public as a satisfaction of constitutional requirement - a process deemed transparent ? In camera activities may spell doom for a position which is already volatile to a sceptical public highlighted by recent electoral incident which ended up at the Supreme Court. A simple exercise of wisdom is wanting here.

With the appointment of the EC now a subject matter of legal interpretation by the Courts, it would make perfect sense, the role of the Council of State in this purported appointment of the Chariperson of the EC and it's legality, going by the constitution articles 43 (1), (2) and 70 (1) and (2) which states for Article 43;
1. there shall be an electoral commission which shall consist of -
a. a chairman
b. two dep chairmen and
c. four other members
2. the members shall be appointed by the President under article 70 of this Constitution and Article 70 sections (1) and (2) where section (1) states;
The President shall, ACTING IN CONSULTATTION WITH THE COUNCIL OF STATE, appoint-
a. the Commissioner for CHRAJ and HIS deputies;
b. the Auditor-General;
c. the DACF administrator;
d. the Chairmen and other members of -
I. the Public Services Commission
ii. the Lands Commission
iii. the governing bodies of public corporations
iv. the National Council fr Higher Education howsoever described
e. the holders of such other offices as may be prescribed by this Constitution or by any other law not inconsistent with this Constitution and section (2) which states-
The President shall, ACTING ON THE ADVICE OF THE COUNCIL OF STATE, APPOINT THE CHAIRMAN, deputy Chairmen, and other members of the Electoral Commission.
There is clearly ambiguity and lack of transparency in this appointment going by the Article 70 1 and 2 where in the case of 1. the Constitution talks about Consultation and in 2 which addresses the Electoral Commission and it's Chairmen, deputy chairmen and four other members has to do specifically on the ADVICE of the Council of State(COS).
As it stands, this appointment does not answer the critical Constitutional requirement of 70(2) in terms of the constitutionally mandated required input of the COS as the body tasked with the selection of the Chairman of the EC subsequent to it's appointment by the President and thus, needs to be interrogated.
Prof. Asare's position with respect to the issue of transparency is therefore meritorious and should be of utmost concern to all fair-minded Ghanaians in view of the nature of the EC as the mandated body tasked with seeing to the processes underpinning our democratic dispensation. The appointment needs to satisfy that requirement of the role of the Council of State in advising the President on who to appoint and it is missing in this announcement and it raises a lot of issues as to it's legality and acceptability within the democratic and political space and the need for secrecy.

By the way is it Prof Asare who decides on the transparency of the appointment? At what time during the process do you require this transparency?
The problem with political hacks masquerading as experts in Ghana is that it is easy to be granted an interview by the sold and bought media houses instead of the preliminary leg work that ought to be done by the media houses on what people bring to the table relative to resolving ongoing national issues. Why is the appointment of the EC boss an executive exercise that should be voted up or down by the council of chiefs if it requires your kind of transparency? Why not place the EC post on a ballot if you wanted citizen involvement?
People in opposition cannot get what they want and until we act with wisdom in Ghana the continued silliness will go on unabated. Wise men are principled people and decisions made by wise men are all encompassing. At the time of the confiscation of assets of the CPP no one stoop up to challenge the unprincipled attempt because it was easy to hate the CPP. The problem with the silence is that it ushered in a culture where ruling political parties can run amok because they weld all the power. Don't cry Prof Asare because we get the kind of government we elect and there has been no difference between an incompetent NDC administration and a well organized bandits of thieves called NPP; in the end both parties come to steal and enrich a few.
Where were you Prof Asare over the years when government, NDC, NPP and military hunta chose to ignore unsustainable lack of infrastructures that mattered in the lives of Ghana's living?
