The swearing in of the speaker in the absence of the president and the vice is a mockery especially since the hierarchy is properly spelt out under the constitution.I would have to agree with Kwaku Asare that there shouldn't be a swearing in ceremony sine the president is still capable of performing his duties anywhere he happens to be safe incapacity.
Unless the president is ill and incapable the speaker can only act without the official trappings of the office of president as the role is a temporal capacity and the president is actually still in charge and capable of performing his duties.A little bit of a journey outside the office must not constitute incapacity.
The president of the US for example has his office where ever he is and the PM of the Great Britain who is always on the move has his office with him anywhere he happens to be as well.Absence from the country does not constitute incapacity to work and so I agree with Asare.

Prof Asare raised this same issue strongly very recently when Hon Doe Adjaho refused to be sworn in by Chief Justice Georgina Wood as Acting President.
The subject, so far as KWAKU AZAR is involved, is more than 10years and is no news.

I think it's constitutional to swore in the speaker as interim president at the absence of the president and His Vice as stated in the constitution.Rather the problem should be that the speaker must not be sworn in 5times if the President and His vice are out five times but then in the sworing of oath of office as a speaker of parliament or Chief Justice the presidential oath should also be sworn in addition to avoid consistent swearing.
