  It is time to form private insurance companies to underwrite these homes. People must have the right to live wherever they wish, but they must also be willing to bear the consequences of their decisions granted that they have adequate information. Insurance premiums must reflect risks associated with waterways. The Government must offer advice but the Government must not think for the people, the government must stop tearing down homes with immediate effect and offer advice to people to enable them plan their lives as independent individuals.
