The dockyard men's room was always filthy because the workers never peed accurately to the drain. Every day the man who was in charge of sanitation at the dockyard would have to call in the cleaners to wipe off the mess inside the men's room.
After few months of bringing the toilet cleaners in, the budget was exceeding, bills piling up and the sanitation guy had to think of an alternative way to solve this daily problem in the men's room. So what he did was he called in a famous economist and explained to him the problem in the men's room.
The economist went away with this and after a couple of weeks came up with a possible solution to end this problem. He told the sanitation guy to paste little flies randomly into the drain and guaranteed this would work. The sanitation guy was surprised at his solution and he started to argue with the economist.
The next day, the sanitation guy came into the men's room only to find a clean healthy environment inside and that no one had peed outside the drain because everyone had been aiming at the flies in the drain!

He is very right. People dump rubbish into gutters right in front of their houses. Individual responsibility is paramount. Leaders should drum in this point rather beat about the bush. Littering should attract sanctions.

When a city is not running well the first person to be held accountable is the mayor just as when a country is not running well the responsibility lies with the president, or the prime minister if the presidency is ceremonial.
My advice to Mr Bonsu is to do something about the problems, he should educate the people to so that they do not throw or dump junk anywhere.
Gold Coast used to have cadres of officials called the "sanitary inspectors". These officers were charged with ensuring proper sanitation such the proper disposal of waste, draining stagnant water, imposing fines on animal owners who do not control their animals. They checked households and "chop bars" to ensure these were clean and healthy. The list is endless.
Then the Gold Coast became Ghana and anything deemed "colo" was abolished. We sought the political kingdom and ignored everything else as unimportant. We are now suffering the effects.
The blame days are over! 58 years of independence and we cannot keep our cities clean; we cannot maintain adequate and sanitary drainage systems; still badly constructed open gutters; give us a break Mr Bonsu, act!

The Mayor of a city in France whose community was flooded with 29 dead in 2010 was jailed for four years as result of the flood for negligent of responsibility.

It is not their job. You will have to hire workers and equip them well to clean up your city. Then get receptacles placed at vantage points for people to dispose their trash in. Finally empower a "sanitation police" to arrest people who throw trash about indiscriminately, and they should be fined as well as made to help clean the city as further punishment. If people see the seriousness with which you tackle this aspect of your job, they will be more than willing to lend a helping hand when you next call for a clean up. Get your sanitation workers engaged and we will follow. After all they are being paid, and you are being paid, not from your pocket but by our taxes. Wake up, please.....

This man does not understand his role as mayor. Mayors are managers/directors of institutions. And should take the blame where the institutions fail for lack of leadership in enforcing rules and regulations. When people throw rubbish into gutters, a good and efficient leader would ensure that the offenders are dealt with according to the law. A mayor should not lead sanitation teams. He should arrange for such teams to function efficiently and not necessarily seek monthly publicity. In any other society, leaders whose institutions fail resign without being told. But not in our country. God save Ghana.
