    I couldn't agree more. It should not be a choice between refunding the stolen funds & prison. They must be made to refund the money & jailed as well. Ghana is a joke

    Amazing! Yes, the money should be refunded-YES, however, they must all serve a PRISON TERM to serve as a deterrent to others.

    I disagree, as others FEAR serving JAIL TERMS, so though it cost the state, GHANA PRISONS isn't a place these people would want to go. CONSEQUENCES HAVE TO BE FEARED.

    Typical Steal money, get caught, pay it back and then nothing. This just encourages theft. What should happen is that when caught, the criminal pays it back plus prison and or a fine depending on the amount stolen.
