The difference between the British and French colonialism can explain the flooding and subsequent fire at Circle that claimed about 200 lives. Why? This is the reason. Ghana and Nigeria are typically the best examples of Anglophone countries who inherited "conservative" attitudes from our colonial masters. No revolutionary methods are accepted. Any strict enforcement of laws are frawned upon, the individual's rights supercedes state power. Police are toothless infront of lawbreakers and fearful lawyers. Freak accidents are a regular happening in these two countries. People can build where they want, they can sell where they want, they can cut down trees indiscriminately, they hunt down all species of animals without caring a hoot. Take the Francophone countries like Togo and Burkina Faso. There the French colonization have instilled discipline and the fear of the law. You cannot even park your vehicle anywhere. You cannot kill any protected animal out of season. In Togo, animals roam about freely, cross the border from Paga on the way to Burkina, and you would see families of elephants crossing the main road. Ghana and Nigeria sorry to say were "wrongly" colonized by the British. They could not instil their way of strict 'uncoerced' respect for the law into us. Do we need a change of laws? Yes. We need to empower the law enforcement agencies. Nigeria engaged in a demolition exercise in Abuja the capital about ten years ago. Not even the property of the then Governor was spared. Those who make peaceful change impossible, also make violent revolutions inevitable. Our indiscipline and corruption has taken a life too many.

To add to your comment, the British Jurisprudence- "the accused remains INNOCENT until proven guilty", that Ghana laws follow need to be changed.
For Ghana to get ahead in legal and disciplinary matters, Ghana must adopt the French Jurisprudence instead. That French Jurisprudence -- "the accused is GUILTY until found innocent" is the one that can be applied effectively in Ghana.
I present this as a written proposal to the Ghana Constitutional Review Consultative Committee but was instantly rejected by those three members...their reason.. "too many innocent people could be put to jail"
My argument was .. so, prove to the courts that you are really innocent and then get released.
Like you, I think we must do something really drastic to bring about the needed discipline into Ghanaians! This culture of Ghanaian indiscipline must change!

Dear Catholic Bishops, I bet to challenge you that your very Christian (church members) are those who build house in the water ways. If percentage of Ghanaians are Christians then we have failed our godly responsibility of being faithful to the laws of God and the laws of the land. So my submission to all Christian Pastors and their members is to teach their members to be law abiding and not to pay bribes to build on lands that the laws of Ghana forbid build. All the evil that is happening in Ghana are caused by disobedient and dishonest Christians with their leaders. Just go check and you will be shocked that majority of those who have build those houses and disobey the laws of Ghana to a peril are Christians. Where is our Christianity. Catholic bishops and all other Christian Pastors please stop crying foul and just be obedient to the laws of God and the laws of the land and all will be well with the society.

It is sad that we hardly learn from dangers of yesteryears. Accra has witnessed floods over and over again and each time we do long talks and apply adhoc solutions. Do we have a strategic plan at all? Why all of a sudden every vacant plot along the road is being developed into filling station? How long does it take to acquire a building permit or registration of title? Where are our approved layouts? Come on we are all part of our problems. Everybody wants to reap where he/she has not planted anything. This is shameful to all all technocrats, chief directors, ministers, developers, city authorities etc. The rush to demolish buildings is not panacea to the flood and robbery problems in Ghana.
The so called politicians, those in power and those aspiring to take the throne, for once meet as a group and let's the whole country to agree on a permanent solution to our poor land development. It is not only a question of drains. Please let's do holistic and integrated planning. People should desist from holding on to their positions and false perception that they are indispensable.

It's time the Catholic Bishops Conference organise a conference to collate estimates and conduct due diligence and analyze the cost involve and suggest how feasible and cost effective it would be to re-plan Accra.
Talking like they said to the President is not the solution and this goes to them as well. They Catholic Church must not sit with idle talk and think they should not be part of the solution. They should mobilise all resources at their disposal and help gov't do the re-planning they are calling for. All hand on deck is the clarion call.

The open drainage systems are not working in Ghana and Africa because of our behavior of throwing garbage in open drainage and choking them.
