That law is bogus in Ghana,we cannot continue to follow the west blindly, these drivers can be educated practically on the road signs which one can hardly seen in the country anyway.
It is not a written test that will make them good drivers but the education or the training.
Much of the problems on our roads in the cities and towns are the motor riders who police always look on while they disregard traffic rules making it dangerous for other drivers, trotro drivers stop at traffic lights and don't cross other vehicles at where a driver signals to turn as motorbike riders do.
On the highways it is true that many are careless on the roads but a lot are also careful but the most reckless drivers on the highways are the government officials with a larger part being the MPs and their drivers who have no regard for the traffic rules, don't know speed limits and think their SUVS are airplanes.
How can government officials in a convoy be driving way above the speed limit and expect other citizens to drive within the speed limit,do we have different laws for Ghanaians while we have different law for the president and other government officials,is it not dangerous to be driving the president and other officials way over the speed limit through towns without respect for other road users, where is it written in this world that they drive presidents and other officials at top speeds way above the speed limit,is that what we call security in Ghana, who is chasing them?
The most reckless drivers in Ghana are not the so called illiterate trotro drivers but the so called educated ones driving their private cars who will like their girlfriends to see how fast they can drive passing everybody without knowing the cars are machines that can develop faults anytime.
Leave the poor drivers alone with that school nonsense, people who go to school are not ready to drive trotro.
Are we going to say the mechanics or fitters as they are known in Ghana who are also largely not having formal education cannot work on the cars?
Give us a break!

Dear James, in Ghana, driving permit or license is not collected free or not for sale. one has to pass driving test ( theory and practical ) before issuing the license. So where is the problem, should I have to produce my university degree before allowing to take the test? What DVLA can do is to restructure the test/exams and make it known to general public, in order to produce professional drivers.

The government must as a matter of urgent start orienting all the Major roads at least 4lanes to minimise the preventable accidents. that is how we build a Nation.
eg. in Kumasi suame roundabout to breman, or suame roundabout to pankrono;:- you can build four lanes and dedicate a yellow lane at each directions to Commercial vehicles to ease the traffic jam.
if you dont do this it will become unusable in the next few years to come . you can try to use Police force but it wont help the situation
The human resources capacity in the Country live Substandard so when there is a directives please make sure you make Detail specifications that alone will prevent those officer with bad intentions to abuse the law

DVLA is clueless. This regulation doesn't make sense...what is used on the roads are SIGNS and not sentences. DVLA aleady had driving driving test in place so how are these drivers passing the test in the first place if they can't read? DVLA take bribes and issue licenses then come back to make noise. Secondly seat belts are needed for passengers riding at the back of vehicles, seat belts are required for passengers riding in front seats only. What DVLA needs is to tighten the loop holes where bribes are paid for people to get licenses.

This law prohibiting drivers of low educational background not to drive is bogus if not senseless. As a police officer with the traffic police, I have observed, over the years, that most of the drivers who neglect traffic signs in Ghana are literates: Lawyers, teachers, bankers, doctors, policemen, soldiers even ministers of state. When arrested, they only plead or call the powers that be and who are you to say no to the plea of your boss, and they go scot free. Does it mean they cannot read and understand the road signs ? Self Discipline is what we need. One day I asked a colleague policeman who neglected the speed limit and drove 100kph if he had not seen the 50kph sign. His answer was: "Join the vehicle of the one who erected the sign post and you will see whether the signs work or not" Is it not funny ?
