Most of these people given responsibility to take care and beautify state infrastructures were until recently lived in compound houses with no flower, no fresh paintings in years. Most born to parents who lacked those qualities. Went to schools defecating in the bush.
These negative environmental conditions follow you like shadow to a body until you make an effort to break it. But Ghana as a nation with filth everywhere, it'll be a Herculean task for anyone these days to evolve to truly realize aesthetic nature of life in our environment.

IT IS HIGHER CONDITION OF LIFE TO GRADUATE TO.
A Buddhist gosho or philosophy teaches " the inseparable of one and his environment" is like a body and a shadow. When the body bends the shadow bends as well. Meaning when man dirties a pristine environment, that pristine turned dirty environment makes his children filthy who continue to create filth to their environment, UNTIL SOMEONE COMES ALONG TO CLEAN THE FILTH AND THE PRISTINE ENVIRONMENT turns to nurture the children to be clean.
