    IT IS EASIER TO BLAME SOMEONE THAN FACE THE FACT MANY DEVELOPING COUNTRIES ARE IN THE SAME PREDICAMENT. NOT ENOUGH POWER TO GO AROUND. POWER GENERATION MEANS MONEY AND RESOURCES WE DONT HAVE.
