(5) Put in incentives and recognition tools to get there
(6) Set KPI's to give you status as to progress at a point in time
(7) Measure monitor and report
(8) Take corrective actions

If people lying it needs to be managed. I run a $2B revenue company for a Fortune 300 company in the USA for 7 years and I like to think I know what i am talking about

I don't run a fortune 300 company but I work for a similar enterprise of which I run the power generation plant of the company and we 'live and die' by the 7 points you put out there especially, the KPI's. My group religiously follows that to a tee.

That's leadership which yields results. It's proven!!
