The Ghana government services are rotten to the core. Yes, at DVLA, people must pay bribes to pass driver licences or vehicle inspection tests. Excuses are found to fail those who haven't paid any bribe. The prevailing congestion and disorganized environment is deliberate to elicit bribes. Unfortunately, the situation is the same across all Government services -- Judiciary, Police, GRA, Customs, passport service, school admissions, hospital service, national service etc. The whole system is rotten. The rot is killing the system. It has become a national security issue and perhaps the BNI should step in to clean the rot.

I went in October only for it to be stamped and extended to January 2015. came January, it was extended to April. Came April it was again extended to August 2015! I won't be too surprised if come August 2015, it is extended to January 2016! Many people are driving with fake paper driving certificates because of what DVLA has created. I won't talk about my experience getting my car roadworthy renewed.

The average proper inspection time for a car is between 10 and 15-minutes and this mostly applies to new and not such old bone shaker vehicles in Ghana. You are saying not only your car but the other 21 cars ahead of you got inspected by 4-minutes time. The total minutes spent on the 21-cars is 84-minutes when it got to your turn. You just paid yourself through and drove away without having proper inspection done.
Apart from basic inspection on things like - Horn; Defroster; Seat Belt;, Seats; Doors; Mirror, Other Glass; Windshield Wipers; Hood Latch;, Fuel System; Exhaust System, Inspectors take time to check Headlights, Signal Lights, Other Lights and also concern themselves with the Brakes, Steering, Suspensions and finally your tires which are of utmost important for the car to be of road worthiness.
Inspection and Emission testing should not be the duty of the DVLA but rather Service Stations which are equipped with the necessary tools to do such services and forward their reports to DVLA for the issuance of the appropriate stickers. This will eliminate corruption at the DVLA and also the hassles car owners go through and finally it will enable proper inspection done at the Service Stations than DVLA where your car got inspected under 5-minutes if your claim is true. E&OE.

Fuel stations in Britain don't grant any form of vehicle licensing certificate, all forms of vehicle checks and licensing in Britain is performed by DVLA, DVSA or VOSA. These are all government agencies.

Corruption galore!! Why can't drivers licences renewal be applied for online so the DVLA can only concentrated on processing/issuing them incognito so there is no chance for taking bribes whatsoever!!!

Why reduce the validity period of our passports from 10 years to 5 years? Why can't you put in checks to weed out the foreigners who have been taking our passports, instead of frustrating Ghanaians?

It is not only in UK, in the United States inspection of vehicle is done at most places so you don't need to go and queue or see anybody for connection. Moreso the fee for emission and inspection is the same everywhere.
It's only in Ghana that renewing a driving licence at DVLA takes 8 months, and still up to today is not ready
