Yes, like any country or business, you need to generate capital to undertake projects of social and economic nature to benefit a cause be it national or private. I would like to stress that if the loan cannot be employed/used to generate revenue/profit then it is no use to go for the loan. What I mean by profit is either economic/financial-for investment, buoyant business activities or social benefit which cannot be quantified but would enhance e.g employment, environment, enrich personnel, health, education, safety and security of the citizens. Nothing wrong going for loan if only the loan can be beneficial. In Ghana most individuals and some businesses go for loan to buy private cars instead of the project they apply the loan for and e.g when the vehicles are smashed in accidents, they are unable to pay back the loan thus, serious financial cost ad misnagement.

The budget issue of statistical service department was about reorganization and not retrenchment, and this was in 2013 long before Ghana initiated 2014 IMF program. Alex, though a lawyer, has been disjointed on media platforms of late and his analyses are not fact-base. Does Afenyo Markin see it prudent for the few workers to receive about 70% of the nation's revenue at the expense of all Ghanaians? A lot of workers are redundant and do absolutely nothing at their work places. Dishonourable Afenyo Markin should go round to both public and private institutions to compare work performance before making his political talks. It is long overdue or retrenchment. I hope Afenyo Marking go to public institution without showing his MP status for service and see how the staff will treat him. If these staff know hey could be retrenched or fired their work performance woul improve.

NDC population of about 4 million couldn't get about 3,000 competent and intelligent men and women to manage the affairs of a small country like Ghana in Africa. As for back as 2008 the Statistical Service started work on a rationalisation document and as parts of the efforts at rationalisation asked government and the world Bank to assist it to lay of staff whose services were no longer needed and who were also either untrainable or could not upgrade. These people are mostly those with qualifications below HND - technical officers with O and A levels middle school etc in addition to cleaners and laborers so that the Service could employ more graduates with statistics and related backgrounds.
The affected staff, some of whom have worked over 30 years will be paid not less than 2 months salary for each year worked ( better offer than what they even hope to get on retirement) and are very happy to be laid off. Please let's not do politics with this lest the lay-off is called off and these staff who have worked so many years miss their golden opportunity.
