Many who have commented on this forum do not understand how the school system works. It is unfortunate that some Heads of such institutions have taken advantage of the situation. Some schools have to pay bribe before they can get water and electricity. Others have to buy diesel for generators that they have acquired so that students can be able to study at night when the lights go off. Government does not pay for these such services.
I remember in the good old days at Okuapemman School, the school had a generating plant and water pumping machines that supplied us services anytime the lights went off or water did not flow. Money for such services came from PTA dues. We had our own clinic on campus with a nurse and this was also partly funded by the "Unauthorized" fees charged.
It should be said that if the government pays teachers on time, especially new ones, there will not be any need for motivational fees. The school sometimes are in tight corners when teachers are not paid, when feeding grants are not paid for two terms, or delayed, when ECG threatens schools of power cuts, when simple renovations like putting in Louvre blades on windows and mosquito nets had to be done by the schools themselves, when desks too have to be provided by the schools, what do you expect Heads to do? Charge unapproved fees to cater for them. This gives advantages to some corrupt Heads to charge exorbitantly.
It is also worth mentioning that some PTA Chairpersons are in league with Heads of institutions and help approve any PTA fees. If the government and the ministry of education can be responsible, then there can be a flat PTA fees and no KULULU
I was ashamed when I read that a cluster of schools in Accra do not have toilets for students. This gives the opportunity for heads to charge extra fees to put up toilets. Why can't this simple thing be done? It is the situation on the ground that allows Heads to take advantage of parents. Do not blame Heads only. The Government, ministry of education and GES have all been irresponsible.

The Headmasters have found smart ways to steal. Achimota School Head has asked the Housemasters to collect various levies including 40 cedis for light. Each student in the boarding house pays not less than 200 cedis to house masters each term apart form the PTA levy of 83 cedis. Final years are threatened that they will not be cleared until they have paid. So Director, investigate and sanction if you are serious.

The issue of school fees is becoming a force to contend with.We understand that the world is changing and nothing stays the same.Of course it is the responsibility of both the government and the guardian to provide a sound platform for the students to study. But unfortunately, some head of the schools are exploiting the tsystem in the name of this and that.Last term my child was sent home just because of 50cedis.Not to talk of the nickel and dime hear and there.I have no problem with that. But my concern is why can't the school list all these when the students are coming home from vacation?Better still why can't they make phone call to parents to have the situation resolved?Instead of sending them home? The school claim to not entertain unannounced visits or letting students go off campus without any tangible reasons. But in a situation whereby they are sent home because of dues or fees, then where lies the moral values and principles of the school?Students that come from afar and it took the Grace of God for them to be in school, what are they going to do?In fact it's about time the whole system is evaluated and that which is important and helpful is put into place.Having said that, teachers head teachers we say bravo to all your hard work.

The Acting Deputy Director General of the GES, Mrs Elizabeth Dessousa is herself a very corrupted woman. She should explain why she took cash sums of Ghc150.00 from all regional, district directors and heads of schools in the three regions in the north. Why cash payment and not by cheque to the Education Directorate account?

Is Ghana a failed State or becoming one. Everybody and also gov't institutions and public schools do as he/she pleases. The gov't which is suppose to check the irregularities in the society sit down unconcerned before it becomes a problem. There is a gov't assisted shs in Kumasi which charges GhC 100.00 per term for tuition and i ask are these teachers not paid at the end of the month to teach our children? What is the ministry of education doing about it.

I want the audit team of GES to go to Ofori Panin Snr High (OPASS) whom to me are charging more than the approved fees to start with govt's intention to stop heads charging unapproved fees which have made parents always going for loans before their wards can go to school. The most serious part is the 50gh they charge as teachers incentive which parents are to pay before their wards are allowed to enter into the premises of the school compound. If authorities means bussiness then they shd first go to opass at kukurantumi in the eastern region. Tanx.

GES has no moral right over public and private schools heads, they ve fail to regulate schools over the years. All schools private and public must be properly guided in how they pass on bills including development levies for parents to pay each term . taxes re increased but salaries remain the same, illegal school fees re being collected and no one protect poor workers, so how do you fight corruption?where do you expect parents to get extra money to take care of all this expenditure?, ndc is a failure and we must do everything possible to kick them out of power.
