It is like betting and there is a price to pay when the bet does not go your way. In a falling price crude oil market, one wonders who will take the risk. And the crude oil market is an open market with real time information available.

Hedging is a DISCRETIONARY tool and there is no obligation for the Finance Minister to hedge our our oil. It is like gambling : you bet and win or lose. Hedging is speculative.

He must not be the only person to go, but the governor of bank of Ghana as well. Again, I'm unsure of where they received their graduate degrees from, but what I can say is that they are disgrace to such schools. I plan to write a lengthy article on how most of the current predicaments could have been avoided to the change the downward spiral the economy of Ghana is experiencing. Ghana has lost so much respect in the international community. I was so sad to recently read an article about the economy of Ghana in financial times.

In the first darn place, Mr. Terkper can only give advice but not mandated by law to override departmental decisions by law and or statute. Throwing around accusations of causing financial loss to the nation/state is a go to catchall charge that political hacks, especially those of the opposition party kind use as cover for their biased stance. Until IFS and IMANI can produce a statute, law and job description that mandates Mr. Seth Terkper unequivocally as responsible for government purchases and or override authority of all government purchases I say shut the hell up

Hedging evolved due to the uncertainty about price movements,so one can either avoid or minimize the risk of loss of revenue.
Hedging provides certainty about revenue,and it is good for planning.
He could have hedged the high crude oil price prevailing at the time of budgeting.That would have kept the price at $99/barrel regardless,and would have guaranteed our revenues.Why the risk of exposure to price fluctuation leading to the significant loss of income was not hedged is baffling.Perhaps,uncle Seth was too optimistic and did not pay heed to developments on the crude oil market,or his eyes-the IMF-did not school him that the US is selling shale oil now and the Saudis were panting to maintain their gigantic dynasty of great antiquity so crude oil prices would take a nose dive.
Whilst one should pardon John Mahama because economics and finance are not his cups of tea,why did cousin vice president not pinch uncle Seth?
What about a reminder from Dr.Wampah who is sitting on all the economic statistics requisite for decision making?
Our resources are going down the drain through controllable channels while the innocent school kids are schooling squatting on pieces of wood,under trees and being sprayed with vulture droppings indiscriminately,and being taught by half-baked and poorly-motivated teachers who may still be teaching abacus instead of mathematics.

I believe this Professor Newman Kusi and the host like them have been in this country when NPP led Ghana to HIPC. What have become of the HIPC monies? They were around when ex-President Kufour and his gang siphoned the nations monies into their wardrobes and added series of zeros to the cedi to replace the stolen monies. How strong is Ghana's economy for the Kufour gov't to equate the cedi to the US dollar?
It's difficult to understand these junked intellectuals who have nothing constructive to offer but vent with hatred and malicious intents driven against hard working people of this country. The Honorable Finance Minister isn't going anywhere soon.

Tsikata apparently set up the above accounts for hedging activities. Hedging is a betting mechanism employed by companies as a means of protection or control by speculating on the derivatives market against the risk of inflation in the country or to bet upon both sides of the coin, thus, guarding ones business against great loss, what every may be the result. Except in GNPC's case, the accounts for purposes of hedging activities were said to be suspicious.

Before the government ordered the forensic audit, Tsikata was though to have recklessly used GNPC funds to bet in complex hedging transactions, starting in 1996. This meant GNPC being paid either a premium by the banks or GNPC paying the banks certain sums of money, depending on whether or not the market price of oil stayed below or above the predicted price. In effect, Mr. Tsikata was though to have been "gambling with our oil while the people of Ghana were queuing for petrol," the Energy Minister commented.
