Because the IGP is a muslim, muslims in Ghana have taken advatage to misbehave and in cases like as it happened in Atebubu where they caused arson, the IGP allowed them to go scot free. Islam cannot survive without political/government intervention. That is how feeble and cheap that religion is.
Muslims want Ghana government to sponsor Hajj operations. Muslims always want government to build their mosques for them. This happened in Bolga in 2009 when the Muslims there thretened Mark Woyongo to build their mosque for them because they claim the NDC used muslim votes to come to power. In year 2000, the muslim community in Ghana threatened mayhem if the Ghana Statistical Service does not massage census figures to make Muslims look majority in Ghana. The question then is, is the Muslim god so feeble and cheap that he always wants government assistance to survive.

We have lived in Ghana all these years without any of what is happening. How is it that all of a sudden this is now a problem.
Please Peace Council should make it abundantly clear that anyone applying to be admitted into a certain school agrees to go by the rules of that particular school. If you don't want to follow their rule please apply somewhere else.

Muslims always deceive people that they worsip the same God as christians. If that is the case then why are they afraid to attend morning devotion in honour of the christian God. I have always been saying that the violent Allah these muslims people worship is not the same as the peaceful christian God. When ever muslims are in the minority they always pretend they worship the same God as christian but when they realize their population is increasing it is there and then they will tell you Allah is different from the Christian God. They did the same thing in Malaysia and Indonesia where they made state laws to ban Christians from using the name Allah in their church services.

please I agree GES and government should stop commenting on the issue and allow the peace council balance solution to the problem.Fridays Muslim students should allow that 30-46mins to the prayer and Sundays for Christians,assemble prayer is part of our educational culture and it must maintained and enforced.

The Christian council should work together with the Muslim council.More importantly,scholl policies must be enforced just as has been in the past.Integration of children from all religious background is also important,but school policies should not be changed to please any religion.Why all of a sudden muslim school girls want to put on hijabs to school which was not a thing of the past.Christians brought education to Ghana and not Muslims.If today,our constitution has made freedom of worship,i believe it does not mean Islam should dictate the pace.Muslim should learn to integrate and stop seeing themselves as Holy to other faith.Honestly,this is the biggest problem in Islam.Ghana has known peace and integration has been great and i think it will be disastrous for us to hold our religious practices as the epitome of worshiping God.Christians will never think of changing rules in muslim established schools,and so muslims should not also try to change rules in Christian established scools.Hence,you need to consider the kind of school you want to attend as a Christian or Muslim.If you choose otherwise,then you must abide by the school rules.

Your child can get '6 A ' but cant get a school with the excuse it is full how about that ? Can you force them to admit that your child ? 'Hell No' so it doesnt make sense fighting with them since you dont have the schools to contain them and the government also do not have much schools. Just imagine your daughter had 6 A with her first choice as Wesley Girls High School second as Mfantsiman or St Roses and all these schools refuse her because of your voilence and you would loved your daughter to attend an ivy school like these but the perception about you have let your child lose such a nice opportunity ,would you like that ? Sometimes jawjaw is better than violence. I think the government should stop the corruption and use those monies to build more secular schools in the country so these muslims dont have to go to these ivy mission schools. American muslims who go to catholic schools go according to their rules since those schools are private so if you cant take it dont go there.

Once a Muslim has decided to opt for how Christians impart values into their children, they have no option than to follow and obey their rules. I am the type who cannot stand the maltreatment against the poor and vulnerable in society and so I would not accept any lucrative job in a country like Saudi Arabia where women are looked down upon. If Muslims want their rights to worship their god they should also contribute the money they spend on the annual Hajj ritual to build good schools for Muslim students and stop the noise about religious freedom. Christians all over the world have power to do and undo because they have that spirit of sacrifice unlike Muslims who are always inspired by the spirit of begging.

Muslims are eager to conceal their views and aims. They openly declare that Islam is peace. But their goal is the forceful overthrow of all existing social structures. Violence, intimidation, and terror are the main means by which Islam gained power in the past.

This character trait has been passed on to all subsequent form of Islam since its birth. Islam grew out of the use of violence against infidels . During the past 1,200 years, Islam has slaughtered over 100 million infidels. Muslims want to either convert or annihilate all infidels by force.

Mohammad established an Islamic empire by murdering Jews, Christians and Pagans. Therefore, Muslims naturally inherited the willingness to kill. During colonialism, Westerners used violence to gain political power.

But there has never been a political ideology disguised as a religion as eager to kill as Islam. One of the theological theory Muslims use is to divide humanity into two camps: Dar-Ul-Harb and Dar-Ul-Islam. Muslims want to establish Dar-Ul-Islam by forcefully converting all infidels.

Schools like Notre Dame, St Francis of Xavier, St Francis of Assisi, Pope John Secondary School, St John Bosco, etc, were purely built with church money. Government only came in to parasite.

It is an established fact, intolerance is found in over 80% of Muslims. Educate your colleagues. Anyway, ask how many faith schools still offer places to Muslims in the UK. I was a commitment member once, and the facts were alarming. You don't expect to attend a faith school and dictate what they should do. I'm glad they rejected the students. Sanity now prevails in many of the faith schools in that borough. If you want to set your own rules, build your own schools, not what churches have built.

The Peace Council, the Christian Council and other such "Councils" cannot usurp the powers or responsibilities of government to protect the religious rights of students in our schools, to the extent of accusing government of sabotage. This is ridiculous and can only happen in Ghana. The matter is simple: religious discrimination in the schools must stop at once. It does not require negotiation or discussion, or resources or plans. It just has to stop! Right now!! When female Muslim students wear the veil, it doesn’t and shouldn’t hurt anyone; when Muslim students in our institutions are given space to observe worship, it doesn’t hurt anyone. Peace Council, this is not your domain. You may support the government in this, but you can’t take over the work of government.

A CLARION CALL ON MUSLIM LEADERSHIP TO PRESS FOR A COMPREHENSIVE RECOGNITION OF THE CONSTITUTIONAL RIGHT OF FREEDOM OF FAITH AND PRACTICE OF MUSLIMS IN SCHOOLS AND WORK PLACES IN GHANA. (REF: DAILY GRAPHIC 21ST FEB. 2015 PAGE 41) AND ARTICLE 21(1)(C) OF THE 1992 CONSTITUTION OF GHANA.
This call has become exceedingly compelling to me and my visionary comrades in the Islamic Brotherhood and so based on very cogent reasons as a Muslim Youth Development Enthusiast wish to lay before your good office to expedite concrete action on this matter as islam requires of us. In the whole of the Sub-Saharan Africa it is an issue that can no longer be delayed or postponed.
After reading a publication in the 21st February issue of the Daily Graphic under the caption - DONT COMPEL MUSLIM WOMEN TO REMOVE THE HIJAB ;The caution was sounded by the Minister of Communication Dr. Omane Boama who made the call following media reports that muslim students and women at work places are compelled to remove their head covering and coerced into Christian worship in many government schools and institutions. He said among other things that”WE AS A GOVERNMENT CONSIDER IT NOT ONLY AS A RELIGIOUS INTOLLERANCE, BUT ALSO A BREACH OF THE 1992 CONNSTITUTION OF THE REPUBLIC OF GHANA, FOR STUDENTS TO TAKE OFF THEIR HIJABS IN SCHOOLS OR COERCED INTO CHRISTIAN WAY OF WORSHIP OR PRACTICE.” This call has become unequivocal and totally apparent to all. It has therefore offered a wide window of opportunity to muslim leadership to rise up immediately and pursue a concretization of this public statements. The way is now cleared and the time is now up for the fullest realization of this natural right of ours in speech, writing and implementation.
My deepest worry precipitating this submission to all who matter in the muslim leadership circles is the fact that many heads of states have made this compelling statements on public platforms but there has NEVER been a follow-up by muslims themselves. It is still fresh in our minds what President Kuffour said on this matter, what President Mills said on the same issue and what President Mahama said including the re-introduction of Arabic Language as an examinable subject in schools from BECE to WASSCE. Let me state in clear terms; which I ,know you will all agree with me that muslims are their own enemies in this country so long us we remain inert and lethargic by failing to seize opportunities when they show up but continuing to think that our destiny are in the hands of others.
Before presenting to you the legitimate official steps to adopt by our leadership (THE REGIONAL, DISTRICT, COMMUNITY IMAMS LED BY THE NATIONAL CHIEF IMAM ) in fulfilling this demand , I have attached a copy of a 21st CENTURY PROPOSAL ON THE SUBJECT – A NEW VISION FOR THE SOCIO-ECONOMIC EMPOWERMENT OF MUSLIM YOUTH IN GHANA THROUGH ADVOCATING THE VALUE ADDED ‘INFAQ’ STRATEGY. It is advisable for us to study this document in addition and work towards its attainment before the close of 2015.The strategy is capable of harnessing GHC164.4million by 2022 for muslim youth empowerment.
The steps I wish to propose in achieving our Constitutional Right of FREEDOM OF FAITH AND PRACTICE as enshrined under Article 21(1)(c) ARE;
1- THE IMAMS ARE TO DRAW GOVERNMENT’S ATTENTION TO ALL THE PUBLIC STATEMENTS MADE BY VARIOUS PUBLIC FIGURES OVER THE YEARS ON THIS ISSUE.
2 –THE REFERENCE TO ALL SECTIONS OF OUR CONSTITUTIONS SHOULD BE LAID BEFORE THEM.
3 – WE OUGHT TO DRAW THEIR ATTENTION TO INTIMIDATIONS AND WIDESPREAD DISCRIMINATIONS OUR STUDENTS AND MUSLIM WORKING WOMEN CONTINUE TO SUFFER IN SOME GOVERNMENT INSTITUTIONS.
4 – A PETITION DEMANDING THE PRESIDENT TO ISSUE A DIRECTIVE TO ALL PUBLIC HEADS OF SCHOOLS AND INSTITIUTIONS WITH COPIES TO ALL MUSLIM LEADERSHIP WITH A PUBLICATION of same on THE FRONT PAGE OF THE MAJOR NEWSPAPERS.
5 – THERE SHOULD BE A WELL PUBLISISED PRESESNTATION OF SUCH A PETITION TO GOVERNMENT
6 – AND FINALLY ACTIONABLE DEADLINES FOR IMPLEMENTATION OF THE REQUEST BE CLEARLY SPELT OUT.
7 – A MONITORING TEAM IS THEN PUT IN PLACE TO ENSURE COMPLIANCE.

This is the only way we can address the issue ones and for all.
I cannot conclude without humbly proposing an ANNUAL GATHERING OF MUSLIM INTELLIGENTSIA - MEETING ANNUALLY TO BRAINSTORM ON ISSUES OF NATIONAL INTEREST- POLITICAL, SOCIAL, ECONOMIC AND MORE IMPORTATANTLY RELIGIOUS TOLERANCE AND CULTURAL COHESION. This can be fixed a week after the Ramadhan Fasting. A continual absence of this forum deprives us SOCIALLY AND POLITICALLY and stifles our progress as a formidable UMMAH with teeth that cannot bite.
At this juncture let me draw your attention to this Prophetic Hadith of our beloved Prophet Muhammad
“Striving is the ordinance of God and whatever God has ordained can only be attained through Striving”

Our ultimate goal is to produce for this country - Kind, compassionate and tolerant individuals able to build bridges of mutual understanding and goodwill between people of different cultures and traditions and at the same time evolve responsible and exemplary citizens of the world.

ESTABLISHMENT OF A MUSLIM YOUTH EDUCATION ENDOWMENT FUND WITH 10% HAJJ LEVY

With a careful study of causes of the predicament of muslim youth in Ghana over the years, I have deemed it pertinent to brainstorm and come out with an Islamically workable, self-sustaining and regular source of finance that can overhaul our deplorable condition. This has become more crucial now than ever before; if our youth, especially the girls, who are more vulnerable have to remain competitive into the next quarter of the 21st century. This vision is calling for the establishment of a formidable
MUSLIM YOUTH EDUCATIONAL ENDOWMENT FUND to be built up through the adoption of the VALUE ADDED HAJJ ‘INFAQ’ STRATEGY- (VAHIS). This novel concept is based on the principles of the VAT system being operated in Ghana under the Ghana Revenue Authority. Through the Hajj, muslims have the capability of mobilizing a minimum of GHC164.8million between 2015-2022 just by adopting the VAHI Strategy.

I wish to point out that there exists a very huge but unexplored financial resource base of making this fund a reality. That is THE IMPOSITION OF A 10% LEVY (VAHI) ON THE OFFICIAL HAJJ FARE OF EVERY PROSPECTIVE PILGRIM THROUGH THE NATIONAL HAJJ COUNCIL ANNUALLY

It is my belief that any futuristic thinking muslim will immediately recognize that in Sub-Saharan Africa this proposal sounds practicable and it is the only unshakable hope that can transform our teaming youth into highly industrious and productive human capital that we desperately need.

Muslim Pilgrims have been studied over the years and it has been conclusive that they are always psychologically prepared to sacrifice their life time possessions in the service of ALLAH in a particular year and ready to meet all the pre-hajj conditions for embarking on an acceptable hajj; one of these conditions is the islamic obligation to keep one’s home safe and well before embarking on Hajj. The duty in this particular case is to leave behind adequate provision for ones dependents before the trip. This requirement implies the sustenance of the immediate community members – the youth.

Our prescription is to cover all prospective pilgrims, piloted from2015 to 2030. The benefits are to be shared by all the youth in Ghana –muslim or non-muslim who are eligible for our support. With the enticing benefits that it is bound to yield, the tax net will be cast much wider to take a retrospective effect from 1960 by appealing to all previous ALHAJIS AND ALHAJAS to fulfill their VAHI of 10% at the GOING MARKET HAJJ FARE. This will mean revitalization and a rejuvenation of their hajj performed years earlier which might have become tainted with acceptable deeds. The millions of willing contributors from this category B group will boost this fund to an unimaginable level. This will surely offer our youth equal opportunities and a congenial atmosphere to attain higher laurels by being able to compete for their rightful places.

HOW FEASIBLE IS THIS PROPOSAL?

We are in a period when we can no longer afford to wait or depend on our Islamic traditional sources of mobilizing resources which for the past hundred years have failed us. Note that in most muslim communities in Sub-Saharan African countries, ZAKAT, INFAQ, MOSQUES donations and Religious Aids or supports are no more dependable. Any continual reliance on these dwindling sources will be leading us to a worse and unbearable condition. This condition have the potential of misleading our youth into a state of depriving islam of the peace, justice, prosperity for all and the brotherhood of mankind that it stands for. The danger this situation may create is to leave them as ready recruits for evil minded gangs who operate behind the veil of islam.

In view of this, we can no longer wait but to adopt a new strategy of seizing our proper place on earth as the Quran requires of us. It is this situation that calls for the adoption of the VALUE ADDED HAJJ INFAQ STRATEGY. If the idea succeeds in Ghana, it can be replicated in all other Sub-Saharan African countries. Can we imagine the resource base that this novel strategy will generate in countries like Nigeria, Somalia and Mali and its resultant transformation of Boko Haram AL-Shabab and the like? They will have no room to operate because there will no easy prey for them to recruit.

MODALILITIES OF ITS EXECUTION IN GHANA

The strategy requires much education to hammer home our unacceptable socio-economic condition and the urgent need for a change that hinges on our own selves. It will have to commence with the establishment of the ISLAMIC EDUCATIONAL ENDOWMENT FUND DESK in the National Hajj Secretariat. The 10% levy (VALUE ADDED HAJJ INFAQ) is built into the official hajj fare and paid separately into the account for the new fund. It requires political will and support to push the idea further by the ruling government assisting to put in place A FUND MANAGEMENT BOARD made up of credible muslim personalities. The 10% element operates in line with VAT and it is separated completely from the Hajj Management. This independent body becomes the signatories to this account and decides the eligible youth beneficiaries of the fund. The credible muslim personalities will be made up of the following – A representative of each regional Chief Imam, A representative of Council of Muslim Chiefs, A representative from the Office of the National Chief Imam and Ahlil-Sunnah, Ghana Muslim Students Association and Federation of Muslim Women Association of Ghana, Islamic Education Unit, Muslim Caucus in Parliament and a ruling Government appointee.

These beneficiaries in order of priority are MEDICAL STUDENTS, NURSING, ENGINEERING AND CERTAIN VITAL TRADES.

INDEPENDENCE OF THE VAHI MANAGEMENT BOARD FROM HAJJ OPERATIONS

The fear should never be entertained that the strategy will have some interference with the Hajj Operations. These will be two independent bodies with completely different mandates and financial reporting systems reporting annually to their stakeholders.

By computation, if the fare is GHC10,000.00 or US$ 3000.00 per pilgrim it becomes GHC11000.00 (US$3300.00) - (The GHC10,000.00 for the Hajj Board’s Account and GHC1000.00 for the VAHIS MANAGEMENT BOARD Account).
Computing what we would have generated through this means in the 2014 Hajj Season, this works out as shown here. (GHC1000*6000pilgrims)=GHC6,000,000.00.
The projection of this annual figure up to year 2022 gives us almost GHC164,404,800 (US$54,801,600)

FUND APPLICATION ON CRUCIAL NEEDS OF MUSLIMS IN GHANA

This amount is more than enough to secure for the entire muslim community in Ghana the following crucial needs.

? A – 120 MEDICAL STUDENTS (12 FROM EACH REGION) could be offered 7years Scholarship to the MEDICAL SCHOOL each year.
Within 10 years, a minimum number of 240 Doctors will be trained in addition to a good number of Nurses and Engineers.

? B- The initial beneficiaries will be the Pilgrims who have contributed to the fund since the fund becomes an INSURANCE PREMIUM or a cover for them whilst on Hajj. It will then cater for the Children of those pilgrims who may not return should the inevitable happen during hajj. Their defendants under 18yrs.especially the girls will receive scholarship from this fund right up to the University.

? C – Each region in Ghana will be able to establish from this fund A MUSLIM GIRLS SCIENCE HIGH SCHOOL where they will be admitted to prepare for the Medical Schools and other Allied Science courses in the Universities worldwide.

? D- For Monitoring purposes, Twenty ( 20) brand new 4wheel drive TOYOTA PICK-UPS would be procured for all the ten Regional Offices of the Regional Chief Imams and the Islamic Education Unit Offices.

? E- The account can fully finance a Permanent Ultra-Modern HAJJ VILLAGE WHICH CAN DOUBLE UP AS AN ISLAMIC TEACHER TRAINING COLLEGE AND ALSO AS AN ISLAMIC INTERNATIONAL CONFERENCE CENTRE

This i believe will enhance integration in the country.I have well educated muslim friends who follows me to church mostly when we have special programmes,and they are still muslim.This does not change their faith.I and my muslim friend once visited the chief imam in his house.Because i thought muslims will not allow a christian to enter their mosque until you go through some priciples,i was waiting outside in a car.According to my friend,even before they could greet the chief Imam,i mean Sheik Sharabrutu at Fadama,he ask them why i'm i not coming with them,they told him i am a Christian so they ask me to wait.The chief imam sent for me immediately and he prayed for us.Nothing has change my faith or changed my persona, because i believe religion is just a way of life and not to see a Christian God from a Muslim God.Difference in the way we worship should not be seen as the best,something nobody can prove.

A CLARION CALL ON MUSLIM LEADERSHIP TO PRESS FOR A COMPREHENSIVE RECOGNITION OF THE CONSTITUTIONAL RIGHT OF FREEDOM OF FAITH AND PRACTICE OF MUSLIMS IN SCHOOLS AND WORK PLACES IN GHANA. (REF: DAILY GRAPHIC 21ST FEB. 2015 PAGE 41) AND ARTICLE 21(1)(C) OF THE 1992 CONSTITUTION OF GHANA.
This call has become exceedingly compelling to me and my visionary comrades in the Islamic Brotherhood and so based on very cogent reasons as a Muslim Youth Development Enthusiast wish to lay before your good office to expedite concrete action on this matter as islam requires of us. In the whole of the Sub-Saharan Africa it is an issue that can no longer be delayed or postponed.
After reading a publication in the 21st February issue of the Daily Graphic under the caption - DONT COMPEL MUSLIM WOMEN TO REMOVE THE HIJAB ;The caution was sounded by the Minister of Communication Dr. Omane Boama who made the call following media reports that muslim students and women at work places are compelled to remove their head covering and coerced into Christian worship in many government schools and institutions. He said among other things that”WE AS A GOVERNMENT CONSIDER IT NOT ONLY AS A RELIGIOUS INTOLLERANCE, BUT ALSO A BREACH OF THE 1992 CONNSTITUTION OF THE REPUBLIC OF GHANA, FOR STUDENTS TO TAKE OFF THEIR HIJABS IN SCHOOLS OR COERCED INTO CHRISTIAN WAY OF WORSHIP OR PRACTICE.” This call has become unequivocal and totally apparent to all. It has therefore offered a wide window of opportunity to muslim leadership to rise up immediately and pursue a concretization of this public statements. The way is now cleared and the time is now up for the fullest realization of this natural right of ours in speech, writing and implementation.
My deepest worry precipitating this submission to all who matter in the muslim leadership circles is the fact that many heads of states have made this compelling statements on public platforms but there has NEVER been a follow-up by muslims themselves. It is still fresh in our minds what President Kuffour said on this matter, what President Mills said on the same issue and what President Mahama said including the re-introduction of Arabic Language as an examinable subject in schools from BECE to WASSCE. Let me state in clear terms; which I ,know you will all agree with me that muslims are their own enemies in this country so long us we remain inert and lethargic by failing to seize opportunities when they show up but continuing to think that our destiny are in the hands of others.
Before presenting to you the legitimate official steps to adopt by our leadership (THE REGIONAL, DISTRICT, COMMUNITY IMAMS LED BY THE NATIONAL CHIEF IMAM ) in fulfilling this demand , I have attached a copy of a 21st CENTURY PROPOSAL ON THE SUBJECT – A NEW VISION FOR THE SOCIO-ECONOMIC EMPOWERMENT OF MUSLIM YOUTH IN GHANA THROUGH ADVOCATING THE VALUE ADDED ‘INFAQ’ STRATEGY. It is advisable for us to study this document in addition and work towards its attainment before the close of 2015.The strategy is capable of harnessing GHC164.4million by 2022 for muslim youth empowerment.
The steps I wish to propose in achieving our Constitutional Right of FREEDOM OF FAITH AND PRACTICE as enshrined under Article 21(1)(c) ARE;
1- THE IMAMS ARE TO DRAW GOVERNMENT’S ATTENTION TO ALL THE PUBLIC STATEMENTS MADE BY VARIOUS PUBLIC FIGURES OVER THE YEARS ON THIS ISSUE.
2 –THE REFERENCE TO ALL SECTIONS OF OUR CONSTITUTIONS SHOULD BE LAID BEFORE THEM.
3 – WE OUGHT TO DRAW THEIR ATTENTION TO INTIMIDATIONS AND WIDESPREAD DISCRIMINATIONS OUR STUDENTS AND MUSLIM WORKING WOMEN CONTINUE TO SUFFER IN SOME GOVERNMENT INSTITUTIONS.
4 – A PETITION DEMANDING THE PRESIDENT TO ISSUE A DIRECTIVE TO ALL PUBLIC HEADS OF SCHOOLS AND INSTITIUTIONS WITH COPIES TO ALL MUSLIM LEADERSHIP WITH A PUBLICATION of same on THE FRONT PAGE OF THE MAJOR NEWSPAPERS.
5 – THERE SHOULD BE A WELL PUBLISISED PRESESNTATION OF SUCH A PETITION TO GOVERNMENT
6 – AND FINALLY ACTIONABLE DEADLINES FOR IMPLEMENTATION OF THE REQUEST BE CLEARLY SPELT OUT.
7 – A MONITORING TEAM IS THEN PUT IN PLACE TO ENSURE COMPLIANCE.

This is the only way we can address the issue ones and for all.
I cannot conclude without humbly proposing an ANNUAL GATHERING OF MUSLIM INTELLIGENTSIA - MEETING ANNUALLY TO BRAINSTORM ON ISSUES OF NATIONAL INTEREST- POLITICAL, SOCIAL, ECONOMIC AND MORE IMPORTATANTLY RELIGIOUS TOLERANCE AND CULTURAL COHESION. This can be fixed a week after the Ramadhan Fasting. A continual absence of this forum deprives us SOCIALLY AND POLITICALLY and stifles our progress as a formidable UMMAH with teeth that cannot bite.
At this juncture let me draw your attention to this Prophetic Hadith of our beloved Prophet Muhammad
“Striving is the ordinance of God and whatever God has ordained can only be attained through Striving”

Our ultimate goal is to produce for this country - Kind, compassionate and tolerant individuals able to build bridges of mutual understanding and goodwill between people of different cultures and traditions and at the same time evolve responsible and exemplary citizens of the world.

It is my fervent prayer that this proposal and its islamically brotherly advice will be taken in good faith and acted on accordingly.

ESTABLISHMENT OF A MUSLIM YOUTH EDUCATION ENDOWMENT FUND WITH 10% HAJJ LEVY

With a careful study of causes of the predicament of muslim youth in Ghana over the years, I have deemed it pertinent to brainstorm and come out with an Islamically workable, self-sustaining and regular source of finance that can overhaul our deplorable condition. This has become more crucial now than ever before; if our youth, especially the girls, who are more vulnerable have to remain competitive into the next quarter of the 21st century. This vision is calling for the establishment of a formidable
MUSLIM YOUTH EDUCATIONAL ENDOWMENT FUND to be built up through the adoption of the VALUE ADDED HAJJ ‘INFAQ’ STRATEGY- (VAHIS). This novel concept is based on the principles of the VAT system being operated in Ghana under the Ghana Revenue Authority. Through the Hajj, muslims have the capability of mobilizing a minimum of GHC164.8million between 2015-2022 just by adopting the VAHI Strategy.

I wish to point out that there exists a very huge but unexplored financial resource base of making this fund a reality. That is THE IMPOSITION OF A 10% LEVY (VAHI) ON THE OFFICIAL HAJJ FARE OF EVERY PROSPECTIVE PILGRIM THROUGH THE NATIONAL HAJJ COUNCIL ANNUALLY

It is my belief that any futuristic thinking muslim will immediately recognize that in Sub-Saharan Africa this proposal sounds practicable and it is the only unshakable hope that can transform our teaming youth into highly industrious and productive human capital that we desperately need.

Muslim Pilgrims have been studied over the years and it has been conclusive that they are always psychologically prepared to sacrifice their life time possessions in the service of ALLAH in a particular year and ready to meet all the pre-hajj conditions for embarking on an acceptable hajj; one of these conditions is the islamic obligation to keep one’s home safe and well before embarking on Hajj. The duty in this particular case is to leave behind adequate provision for ones dependents before the trip. This requirement implies the sustenance of the immediate community members – the youth.

Our prescription is to cover all prospective pilgrims, piloted from2015 to 2030. The benefits are to be shared by all the youth in Ghana –muslim or non-muslim who are eligible for our support. With the enticing benefits that it is bound to yield, the tax net will be cast much wider to take a retrospective effect from 1960 by appealing to all previous ALHAJIS AND ALHAJAS to fulfill their VAHI of 10% at the GOING MARKET HAJJ FARE. This will mean revitalization and a rejuvenation of their hajj performed years earlier which might have become tainted with acceptable deeds. The millions of willing contributors from this category B group will boost this fund to an unimaginable level. This will surely offer our youth equal opportunities and a congenial atmosphere to attain higher laurels by being able to compete for their rightful places.

HOW FEASIBLE IS THIS PROPOSAL?

We are in a period when we can no longer afford to wait or depend on our Islamic traditional sources of mobilizing resources which for the past hundred years have failed us. Note that in most muslim communities in Sub-Saharan African countries, ZAKAT, INFAQ, MOSQUES donations and Religious Aids or supports are no more dependable. Any continual reliance on these dwindling sources will be leading us to a worse and unbearable condition. This condition have the potential of misleading our youth into a state of depriving islam of the peace, justice, prosperity for all and the brotherhood of mankind that it stands for. The danger this situation may create is to leave them as ready recruits for evil minded gangs who operate behind the veil of islam.

In view of this, we can no longer wait but to adopt a new strategy of seizing our proper place on earth as the Quran requires of us. It is this situation that calls for the adoption of the VALUE ADDED HAJJ INFAQ STRATEGY. If the idea succeeds in Ghana, it can be replicated in all other Sub-Saharan African countries. Can we imagine the resource base that this novel strategy will generate in countries like Nigeria, Somalia and Mali and its resultant transformation of Boko Haram AL-Shabab and the like? They will have no room to operate because there will no easy prey for them to recruit.

MODALILITIES OF ITS EXECUTION IN GHANA

The strategy requires much education to hammer home our unacceptable socio-economic condition and the urgent need for a change that hinges on our own selves. It will have to commence with the establishment of the ISLAMIC EDUCATIONAL ENDOWMENT FUND DESK in the National Hajj Secretariat. The 10% levy (VALUE ADDED HAJJ INFAQ) is built into the official hajj fare and paid separately into the account for the new fund. It requires political will and support to push the idea further by the ruling government assisting to put in place A FUND MANAGEMENT BOARD made up of credible muslim personalities. The 10% element operates in line with VAT and it is separated completely from the Hajj Management. This independent body becomes the signatories to this account and decides the eligible youth beneficiaries of the fund. The credible muslim personalities will be made up of the following – A representative of each regional Chief Imam, A representative of Council of Muslim Chiefs, A representative from the Office of the National Chief Imam and Ahlil-Sunnah, Ghana Muslim Students Association and Federation of Muslim Women Association of Ghana, Islamic Education Unit, Muslim Caucus in Parliament and a ruling Government appointee.

These beneficiaries in order of priority are MEDICAL STUDENTS, NURSING, ENGINEERING AND CERTAIN VITAL TRADES.

INDEPENDENCE OF THE VAHI MANAGEMENT BOARD FROM HAJJ OPERATIONS

The fear should never be entertained that the strategy will have some interference with the Hajj Operations. These will be two independent bodies with completely different mandates and financial reporting systems reporting annually to their stakeholders.

By computation, if the fare is GHC10,000.00 or US$ 3000.00 per pilgrim it becomes GHC11000.00 (US$3300.00) - (The GHC10,000.00 for the Hajj Board’s Account and GHC1000.00 for the VAHIS MANAGEMENT BOARD Account).
Computing what we would have generated through this means in the 2014 Hajj Season, this works out as shown here. (GHC1000*6000pilgrims)=GHC6,000,000.00.
The projection of this annual figure up to year 2022 gives us almost GHC164,404,800 (US$54,801,600)

FUND APPLICATION ON CRUCIAL NEEDS OF MUSLIMS IN GHANA

This amount is more than enough to secure for the entire muslim community in Ghana the following crucial needs.

? A – 120 MEDICAL STUDENTS (12 FROM EACH REGION) could be offered 7years Scholarship to the MEDICAL SCHOOL each year.
Within 10 years, a minimum number of 240 Doctors will be trained in addition to a good number of Nurses and Engineers.

? B- The initial beneficiaries will be the Pilgrims who have contributed to the fund since the fund becomes an INSURANCE PREMIUM or a cover for them whilst on Hajj. It will then cater for the Children of those pilgrims who may not return should the inevitable happen during hajj. Their defendants under 18yrs.especially the girls will receive scholarship from this fund right up to the University.

? C – Each region in Ghana will be able to establish from this fund A MUSLIM GIRLS SCIENCE HIGH SCHOOL where they will be admitted to prepare for the Medical Schools and other Allied Science courses in the Universities worldwide.

? D- For Monitoring purposes, Twenty ( 20) brand new 4wheel drive TOYOTA PICK-UPS would be procured for all the ten Regional Offices of the Regional Chief Imams and the Islamic Education Unit Offices.

? E- The account can fully finance a Permanent Ultra-Modern HAJJ VILLAGE WHICH CAN DOUBLE UP AS AN ISLAMIC TEACHER TRAINING COLLEGE AND ALSO AS AN ISLAMIC INTERNATIONAL CONFERENCE CENTRE

peace council- do they understand what brings about peace?** Trueth and justice***

what the christians are saying is simple english, or better stills twi to your understanding-

That if you are not ready to obey our rules and regulations , please the door is open , you can leave.

Then we ask ourselfs what are those rules and regulations? are they harmful? or help inmorals upbringing?

or are there any disadvantages to my core objectives to be in that Institution? IF NO THEN WHERE IS THE PROBLEM? IF IT IS NOT A SET AGENDAR TO CREATE UNNECESSARY TENSION IN THE COUNTRY WHY CANT THEY ACCEPT SUCH AN UNHARMFUL RULES?

YOU CAN ACHIEVE THE PEACE FOR THE BOTH SIDES IF YOU CALL A SPADE A SPADE-

would they the muslims allow somebody like Kwaku Bonsam to come into their mosque and do his own things ? the answer will be hell NO so why do they want to set and force their own rules to somebodies regulations?

PEACE COUNCIL SHOULD TELL THE STUDENTS TO EITHER OBEY THE RULES OR THEY LEAVE THE INSTITUTIONS WHERE THEY FELT UNCONFORTABLE.

We have a lot of muslims schools in Ghana so why are they fighting to go to christian schools.They should abide by the rules and regulations governing the school so if they think they can't abide by those rules and regulation ...

We have a lot of muslims schools in Ghana so why are they fighting to go to christian schools.They should abide by the rules and regulations governing the school so if they think they can't abide by those rules and regulations then they can easily switch to muslim school simple.Christians paid tithe to get those schools in place for their christian kids to have a better education and adopt christian lifestyles .

PRESS RELEASE: CHRISTIANS MUST COMPROMISE- MUSLIM LEADERS.

In the Name of Allah, the Beneficent, the Most Merciful

NATIONAL LEADERSHIP OF MUSLIMS IN GHANA

We, the National leadership of Muslims in this Country, salute you with the salutation of peace, “Asalamu Alaikum Warahmatulillah Ta’ala Wabarakatuh (May the Peace, Mercy and Blessings of Allah Be Upon you all)”.

We, the National leadership of Muslims in Ghana under the auspices of the National Chief Imam, conscious of our collective and individual responsibilities to our flocks in the various Islamic groups in this country, more than anyone else deeply appreciate, and desire to jealously guard the peace, tranquility, and harmonious coexistence among followers of the respective religious groups in this dear nation of ours. Being sharply aware especially of the turbulences in numerous countries of the world, where religious intolerance has been a key factor in fuelling of conflicts, therefore wish to state that:

1) We are deeply saddened by the uncompromising position taken by the Christian Council and Catholic Bishops’ Conference in the statement issued on 3rd March 2015 as well as other earlier statements coming from certain individuals like the PRO of GES and the Deputy General Secretary of GNAT regarding the Muslim community’s demand for freedom of worship in educational institutions and workplaces in Ghana; to the extent that a Constitutional provision could be undermined, and worse than that, potentially undermine the harmonious and peaceful coexistence that we have enjoyed all these years.

2) We are conscious that our rights do not negate or deny any other group from demanding their own rights from the right quarters, because our respective rights are not mutually exclusive. Our understanding is that the constitutional directive applies to people of all faiths and not only Muslims or Christians.

3) We, collectively, as Muslims, desire no confrontation whatsoever with any religious or any other group for that matter. We are simply asking all to respect our religious rights and freedoms as we give others, and as constitutionally guaranteed.

4) A fundamental teaching of our religion that, “there is no compulsion in religion, truly the right way has become clearly distinct from error” Quran 2:256; require that we compel no one to practice our religion.

5) We are human beings, citizens, and stakeholders in this country who are directly affected by what we see as clear and deliberate violations of our religious freedom guaranteed by the constitution. Therefore, our demand has nothing to do with extremism, lawlessness or politics.

6) We urge all persons adversely affected by the statements from the Christian Council, Catholic Bishops’ Conference and some individuals to remain calm as we work with key stakeholders to ensure strict adherence to the provision of the constitution of Ghana, on freedom of faith and worship for all.

7) We have, in the face of these violations of our rights resorted to dialogue with the National Peace Council, as well as institutions such as the Ghana Education Service and the Ghana Health Service. The demonstration by Muslims in the western region was an isolated case born out of long frustration in that context which shot the issue into public domain. The general approach elsewhere have been by dialogue with concerned institutional heads.

8) We support the efforts of the National Peace Council to find a lasting and comprehensive solution to this matter, and therefore, to ensure that we continue to enjoy the peace and tranquility we have had in this country.

9) We are therefore urging the National Peace Council, as a matter of urgency to expedite action on the petition that was brought before it by the National leadership of the Muslim community.

10) To His Excellency President John Dramani Mahama, the Government, the National Peace Council and various government agencies, who very well knowing the extent to which this very delicate matter could degenerate, and who desire to see that right is done to all manner of people in this country, we thank you for your concern.

11) We acknowledge with appreciation, the efforts of Government, various governmental agencies, the National Peace Council, media houses and many.
