What I mean to say is that, cars should not be sold with completed registration. In other words, vehicles MUST be sold UNREGISTERED. The one selling the car SHOULD de-register the vehicle at DVLA, remove the number plate and hand it over to the DVLA.
The new owner MUST go to DVLA and re-register the vehicle.
Using that method, nobody will buy a vehicle with forged registration because the veichle would not have any registration AT All.
This is the way they do in Germany.
With that method, nobody can sell a stolen car in Germany. It can never happen. Of course thieves steal cars in Germany, BUT they can only sell that car outside of Germany, mostly in Poland, Romania, Bulgaria etc.
