    I you go to GRA to collect withholding tax certificates, they cant print for you. No money, the government used to allocate % of monies collected for expenditure, now every money collected is sent to BoG.

    The forms and passports could be in the "hinterlands" being "distributed" there.
    There needs to be investigations because this is certainly an aberration, and in-depth investigations would show different results.
