The President needs to, as a matter of urgency, call a national energy summit, bringing together all the power utility players in generation, transmission and distribution as well as the regulators like PURC and Energy Commission to sit down and reconcile all issues in the sector. It should have participation from civil society, academia and other experts and should look at the technical issues, planning, financial etc. Along the lines that the Senchi Consensus was organised would be ideal.
The reason I say this is that there is currently some opaqueness in the electricity sub-sector, which seems to be leading to lose in rvenues, inefficiency and some illegal prifiteering by refined crude operators. Also, almost every operator says the other owes me, and so there is first of all need for some book adjustments to take place and new parameters to be drawn. For instance, while in the past it might have made sense for the IPPs to be billing ECG in forex because of the fuel purchases, now that Ghana Gas would be providing them locally priced gas such practices must stop and the regime carefully looked at to avoid unnecessary pressureon the financial sector. But even more we should have a nantional overview of where we are now, the demand and projected demand, as well as investments in the pipeline etc. The standalone approaches is just too much.
