The CAGD and the govt should look no far from the heads of the christian mission schools such as the presbytery, Methodist,Catholic, SDA, Islamic schools and all religious education units. The heads of those units are simply armed robbers and not just thieves. I happened to be a branch manager of a bank and the kind of day light stealing by these so called church leaders and heads is mind boggling. They can simply create names with IPPD forms and present them to the CAGD without real human beings working. The last time I checked, one pastor collected about GHS127,000 for free and signed all the documents on behalf of non existing teachers with different signatures and different pens in my presence. The directors of education in all the districts know everything and keep quite bcos they have their shares. Perhaps I was also given some

Tell you. Teachers cannot add their names onto the payroll. CACG should stop punishing the poor teachers. CACG should loo beyond stopping teachers' salaries but get the District Directors out and engage new ones. The bloating is from the Regional and District Directors. Mark my words. Since those directors have been stopped from delaying newly engaged staff for more than 24 months (to months)so that they can take cuts from them, they have adopted the ghost as a way to continue with their lavish lifestyles. Some teachers have not been paid since September 2014, and they are still waiting that one day God will have mercy on them and their salaries will be released. Why? Sack the DDE/DDH/DDAgric etc and see if the ghost business will not end.

Very pathetic that at this epoche of electronic and ICT tecnologies we still have to go manual. In anycase heads of departments must beheld to ransome if figures do not combature.

Why they cannot improve on the social security to use the numbers for verification instead of this foolishness of asking teachers to provide documents that they have been legally employed by the government,where did that happen before,is the Controller and her lieutenants aware professional teachers who are trained by the training colleges are automatically employed but not individuals going to fill applications to get employed,or she is not aware of that,why ask these teachers to provide documents that they have been legally employed by the government,is the payroll fraud among only teachers or all government agencies which recently it was announced even Attorney Generals Department is involved?

Please,Controller,if you want to do your job in a civilize manner go to the various offices to of the GES to verify the names and years of graduation among others of the teachers instead of this primitive idea of asking teachers to provide documents they were legally employed by the government.
Apart from non professional teachers,the professional ones don't go to any office to fill applications to get interviewed and get employed,they are trained by the government and automatically employed after their training even if they fail some subjects they still keep teaching up until they make up the grades,there is no employment letter to produce and some of these teachers may not even be able to trace their certificates,it is not a difficult task to verify the employment of teachers,leave teachers alone for this foolishness,check your staff more than the teachers,they are the brain behind all the payroll fraud in the country,not teachers.

This is the most ridiculous thing ever happen in this modern world and it shows the reason why we may not be able to get rid of this payroll fraud.
How on earth can any serious organization ask teachers to prove they were legally employed by the government when it was the government that trained them and gave them the job and the documents are there at the GES headquarters to verify,what about nurses and doctors,they should also prove they were legally employed by the government'?

Hmmn, it is just like the NDC gov't saying that, oh Ghana's wage bill is now consuming over 70% of our GDP, so as gov't and ministers, we are foregoing 10% of our salaries to help in the construction of CHPS compounds.

CAGD is conducting a headcount after the fact, after the wage bill has been bloated to over 70%, the stealing has been done, dusted and sealed we are being told this cook and bull story. Were we not in this country when statements like the meat has been chewed to the bones and there's nothing left? CAGD is now going to do a headcount, for what?
Has the NDC gov't forgotten so soon, they told Ghanaians it was the pupil teachers and therefore they had terminated their appointments and it was not a IMF conditionality to address the wage bill, but it had to do with pupil teachers upgrading themselves, but now they had new qualified teachers to fill those vacancies?
Have they filled those vacancies with those qualified teachers hence, for them to do a headcount?
If they have and the CAGD has already paid them, knowing that, as far back as 2010, the systems they were using was "a well orchestrated and well planned" mechanism to loot the coffers blind, they should spare Ghanaians these gimmicks and stop insulting our collective intelligence.
